Forestar Group is currently looking for a Regional Environmental Program Manager-FG. The right candidate will work in coordination with Forestar’s Environmental Compliance team and will be focused on enhancing the stormwater compliance program through refinement of existing concepts for implementation in a designated region of the country. The Regional Environmental Program Manager will also be responsible for routine assessments of division performance with regards to overall compliance and act as a resource to resolve stormwater related issues.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Maintain full understanding and knowledge of the National Pollutant Discharge Elimination System (NPDES) program requirements to ensure compliance with the Clean Water Act (CWA) on a federal, state or local level
Maintain full understanding and knowledge of current United States Environmental Protection Agency (USEPA) and United Stated Army Corps of Engineers (USACE) Waters of the United States (WOTUS) regulatory permitting requirements
Develop, implement, and administer revisions to Forestar’s NPDES compliance program as regulatory, operational or industry standards dictate
Develop improvements to on-going inspection, quality control practices and procedures to ensure regulatory compliance for each Division
Review related records to ensure consistency and compliance with policies of the USEPA and/or USACE as well as company policy and objectives
Review environmental and NPDES inspections and act as a liaison to regulatory agencies. Review and coordinate agency responses as necessary to ensure compliance with federal, state, and local regulations
Create and conduct routine stormwater compliance training content in conjunction with changing regulations
Conducts all business in a professional and ethical manner to serve customers and increase the goodwill and profit of the company
Demonstrate a personal commitment to safety
Conduct workplace safety inspections to evaluate the use of personal protective equipment according to applicable regulations, identify potential hazards and implement appropriate control measures, test, and maintain safety equipment, and respond to and rectify any safety incidences on work sites
Create and conduct safety programs training content in conjunction with changing regulations
Ability to travel overnight

Required Qualifications
Bachelor’s or Associate degree in Environmental Sciences, or related field
Minimum of 5 years of related experience
Must have a vehicle and valid driver’s license
Possess, or obtain within one year of employment, one of the following three industry certifications: CPESC, CESSWI, CISEC, CPESC-IT, CESSWI-IT, CISEC-IT (In-Training)
Possess or obtain OSHA 30 Hour certification within six months of employment
All required state level certifications within the region
Possess exceptional interpersonal, written and verbal communication skills
Ability to apply common sense understanding to carry out instructions furnished in written oral form or via FOR applications
Proficiency with MS Office and email
Ability to stand and walk for 4 hours straight or up to a full 8-hour day; sit for extended periods; kneel and bend at the waist; climb, balance and stoop, crouch or crawl; walk up and down stairs; walk on unlevel terrain; use hands to finger, handle or feel; reach with hands and arms; talk and hear. Ability to lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision and peripheral vision
Regular exposure to outside weather conditions, moving mechanical parts, high precarious places and risk of electrical shock
