Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division's responsibilities include roadway project planning, roadway design, technical analysis, maintenance of street signs, transit development, freight mobility, and roadway markings. TPM's Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC's 6300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC's 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.).

D&C is currently seeking a skilled and motivated GIS-trained professional to join our team. As a GIS Specialist, you will play a crucial role in supporting our mission to make our communities and streets safer. The selected candidates primary duties will involve managing spatial data to support various projects and initiatives aimed at improving safety on NYC streets. Working collaboratively within the Asset Management team, the GIS Specialist will: utilize GIS technology to create and maintain a priority list for citywide markings refurbishment; ensuring equitable distribution within neighborhoods while upholding the integrity of the city's infrastructure; produce and maintain maps using ArcGIS; providing crucial spatial insights to inform decision-making processes aimed at enhancing safety on city streets; coordinate with our Roadway Division to optimize scheduling and resource allocation for resurfacing projects; identifying and addressing work order conflicts to ensure seamless project execution; geocode marking work orders and citizen complaints to accurately prioritize maintenance and improvement efforts among New York City's diverse communities; convert GIS data to Google Earth files to enhance visualization and accessibility and provide training to inspectors on Google Earth usage. Beyond these primary responsibilities, the GIS Specialist will also be tasked with working with planners to compile data needed for Community meetings, presentations, and outreach efforts, and perform data analysis from 311 communities' complaints about street markings to improve the output of the markings program for inspectors. Other duties related to spatial analysis, data management, and project support may also be be required.

Preferred Skills:

Preferred candidate will be proficient in ArcGIS, Microsoft Word, Access, PowerPoint, Excel, and Adobe Creative Suite. Knowledge of traffic calming, urban design, pedestrian-oriented design, complete streets, and project management is required. Excellent writing, editing, and oral presentation skills are a must.

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above. Preferred Skills

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
