Position Overview:

The Chief Medical Officer (CMO) DBHIDS oversees and directs clinical strategy and operations for the DBHIDS with specific clinical leadership responsibility for the Office of Mental Health (OMH), Office of Addiction Services (OAS) and Community Behavioral Health (CBH). As part of the DBHIDS Executive Management Team, the CMO ensures alignment, coordination and integration of clinical initiatives and system transformation efforts across the DBHIDS and throughout the provider community. The CMO supervises the Director of Health Promotions and the Evidence-Based Practices Innovation Center (EPIC) Director. The CMO is also supported by an Administrative Assistant.

Assist in assuring both internal and external program integrity by being alert to and reporting suspected instances of provider and employee fraud, waste or abuse Position Requirements:

Provides leadership in the development of the clinical practice guidelines, policies, procedures and performance criteria to advance principles of recovery, resilience and self-determination throughout the behavioral health system

Routinely assesses the functioning of the services system and proactively addresses system problems, as well as develop strategies to improve clinical outcomes

Serves as a key member of the DBHIDS Executive Management team and advises on a broad range of clinical policy and operational issues across the Philadelphia behavioral health system

Plays a vital role in behavioral health system transformation across the DBHIDS and the provider community

Supervises the Director of Health Promotions, the Director of Behavioral Health and Justice Related Services, the Evidence-Based Practices Innovation Center (EPIC) Director, and an Administrative Assistant

Participates in various CBH and DBHIDS clinical, operational and financial initiatives and committees

Collaborates with the DBHIDS Deputy Commissioners to ensure coordination of clinical, strategic planning and fiscal operations

Collaborates with the DBHIDS Chief Financial Officer to plan for and sustain clinical operations through multiple funding streams, to conduct trend analysis on financial conditions and make recommendations to ensure efficient use of available funding

Assists in the development of reinvestment plans related to the HealthChoices contract

Directs clinical strategy and operations for OMH and OAS

Directs clinical initiatives as assigned

Represents DBHIDS on collaboration with other physical and behavioral health managed care organizations and before state agencies

Medical Doctor or Doctor of Osteopathic medicine with unrestricted medical licensure in Pennsylvania

Satisfactory completion of an ACGME accredited general psychiatry residency program

Diplomate of the American Board of Psychiatry and Neurology in Psychiatry

Minimum of five (5) years of clinical experience in general Psychiatry and/or Child Psychiatry including mental health and substance abuse, including some experience within the medical assistance community, including experience in an administrative and/or supervisory capacity

Thorough familiarity with medical assistance regulations

Through familiarity with managed care principles and practices

Thorough familiarity with system transformation principles of recovery, resilience and self determination

Demonstrated leadership ability

Excellent interpersonal, communication and negotiation skills Physical Demands/Work Conditions:

Regularly requires walking, standing, stooping, bending, sitting, reaching, pushing, pulling and/or repetitive wrist/hand movements for various lengths of time throughout the day

Ability to utilize computers and office equipment to complete daily work responsibilities

Regularly works inside in areas that are adequately lighted and ventilated. Some fluctuation in temperature. No protective equipment routinely needed

Must be able to adapt to continuous changes/demands of the job
