Learning & Leadership Development Specialist

The Role:The Learning & Leadership Development Specialist will be responsible for developing, designing and facilitating employee and leadership programs across the organization, with the objective to build, accelerate and develop internal talent. The Specialist will support and operationalize PHO’s People Strategy, a success enabler of PHO’s new Strategic Plan and directions. This role will also focus on insight analysis, and program management and evaluation, supporting recent recommendations provided by the Auditor General of Ontario regarding PHO’s development of a talent pipeline and succession plan for leadership and specialized positions.

Key Responsibilities-

Identify strategic skill gaps and correlating development opportunities for leadership and specialized positions.

Design and deliver, engaging, inclusive and scalable learning and development solutions in areas such as strategic talent management, building and managing high performing teams, collaboration, strategic thinking, difficult conversations, and change management, thereby preparing high potentials for new positions, strengthening PHO’s talent pipeline, and building new capabilities and strengthening capacity in our current leaders to support talent management activities.

In conjunction with the Manager, OD, provide the HR function guidance on succession planning activities, career planning, team development and team coaching, aligned with PHO’s strategic plan and HR’s People Strategy.

Recommend appropriate evaluation strategies for learning programs and succession planning, including, analyzing and reporting on metrics, and providing strategic feedback on talent management progress and opportunities for improvement.

Develop learning materials, ensuring professional and on-brand content that supports learning sustainment and alignment with PHO’s new strategic directions.

Partner with external and internal providers to design and develop engaging learning programs aligned with career pathing and succession plans for specialized and leadership positions.

Facilitate engaging learning experiences with employees at all levels, including senior leaders.

Develop project plans, work back schedules, roadmaps and communication plans for the launch of learning programs and program improvement, ensuring deliverables are of high-quality, on time and within budget.

Conduct external market research on trends to innovate and continuously improve programs.

Stay up to date with talent management practices, trends and innovations, and maintain knowledge of adult learning theories and practices.

Knowledge and Skills-

Strong understanding of talent management principles and practices with the ability to evaluate learning and talent programs, and make appropriate recommendations to close developmental gaps, supporting leadership bench strength.

Strong understanding of adult education principles and the ability to incorporate these into solution design, leveraging appropriate modalities (blended learning).

Strong facilitation skills, including in-person and virtual, synchronous learning.

Relationship management and partnership building skills to work collaboratively and build consultative relationships and influence change with members of the HR team and business clients.

Strong project management, planning, and organizational skills.

Attention to detail, ensuing consistency, flexibility and sustainability of learning materials.

Ability to effectively use a variety of virtual platforms and their respective features, including but not limited to Zoom, Skype and Teams.

Education and Experience-

Undergraduate degree in a relevant discipline (Adult Education, Organizational Development or Human Resources Management) or a related field, or a combination of education, training and experience deemed equivalent.

Minimum of 5 years' experience supporting the delivery of learning and leadership programs in the public sector and/or unionized environment with the goals of increasing engagement, supporting succession planning, enhancing retention, developing capabilities, while decreasing time to proficiency.

Facilitation/training skills and experience to deliver in-class, hybrid and remote learning that encourages and supports the adoption of skills and knowledge from learning programs.

Experience in using Learning Management Systems and Microsoft Office suite (Word and PowerPoint).

Attributes and Competencies-

Communicates verbally and in writing with employees, managers, etc. on information and decisions related to learning and broader talent programs and policies.

Develops working relationships with internal clients and external partners to solicit input, and to ensure issues are effectively managed and resolved, risks are identified and expectations are met.

Prepares statistical reports or documents related to the monitoring and measuring of effectiveness of learning, leadership and succession planning programs.

Supports the development of policies, programs and procedures.

Interprets legislation, regulations, policies and procedures pertaining to talent programs and provides recommendations and guidance; supporting the communication to managers and employees across the organization.

Continuously monitors programs, compiles and analyzes information to ensure appropriate changes are considered when developing solutions or recommendations.

Develops and sustains contacts with industry counterparts to build information exchange networks and maintain best practice knowledge.

Monitors effectiveness of related programs; develops HR metrics for programs/initiatives to measure outcomes and responds to results by adapting programs if required.

As a subject matter expert, provides consultation (advice, guidance, coaching) in partnership with the Manager to the HR function, project teams and from time to time to other employees and management as well.

Hours of Work: Full time, 36.25 hours per week
