POSITION SUMMARY:

The Technical Project Manager is responsible for analyzing complex business operations and recommending solutions to align individual business functions with organizational goals. This role encompasses program management, contract administration, and oversight necessary to manage and deliver all performance requirements, including management of cost, scope, schedule, and quality in the delivery process across the contract. This position requires a thorough understanding of the organization's structure, policies, and operations and recommends solutions to improve general business processes and planning.

POSITION ATTRIBUTES:

As a senior team member, the Project Manager is a strategic business partner to our client. They understand critical business drivers and build effective relationships throughout the organization. The PM is responsible for ensuring that the services and deliverables required are provided by the performance standards established within the Service Level Agreements (SLAs).

POSITION RESPONSIBILITIES:

Provide application and tools support on approximately 30 Microsoft and Oracle applications (custom and COTS) and databases.

Provide programmers and database administrators to support Java Web, Essbase database management system, BMC FootPrints IT Management Software, and ORACLE Database application processing.

Provide Agile Project Management support per standards, conduct Agile fast cycles based on a hi/weekly timeframe, and incorporate Agile planning and reporting throughout the contract tasks as appropriate.

Provide leadership to technical resources to meet project deadlines and ensure project objectives are met efficiently.

Ensure Code Review Healthiness by ensuring code artifacts produced are of the highest quality, conforming to set or agreed-upon standards. Should advocate such consistency to all members of the team.

Provide 508 functional testing on applications and systems using applicable compliance tools.

Provide realistic and accurate estimates and continuously improve team productivity to achieve on-time delivery through increment and sprint planning.

Follow software engineering processes and agile practices and motivates his/her team members to do so.

Escalate and communicates issues, risks, and concerns to management on time. Accept project delivery responsibilities and demonstrate accountability to leadership.

Build competencies in the product and technology domain to set expectations.

Provide feedback through retrospectives regarding product quality, performance, and other nonfunctional requirements and lead corrective measures.

Provide Architectural and Design Direction.

Translate business process needs into technical requirements.

Promote Collaboration and Engagement.

Drive the resolution of issues and hold self and team accountable for results. Supervise the preparation, submission, and accuracy of all required development contracts and project deliverables.

POSITION REQUIREMENTS:

Bachelor's degree in Information Systems, Computer Science, Business, or a related field required.

Ability to obtain Public Trust.

6+ years related experience or MS in Computer Science +4 years related experience.

Strong experience with the development of J2EE Java language programs on Oracle platforms.

Experience implementing Oracle applications in a .Net environment.

Experience with Unit Testing and Mocking framework.

Experience with Angular or React frameworks.

Experience using the Spring Framework (Boot, Data, Cloud).

Strong leadership and organizational abilities with the ability to work with other developers and assist junior team members.

Excellent verbal and written communication skills.

PREFERRED CANDIDATE SKILLS/ED/EXP:

Graduate degree preferred but not required.

Agile Certifications (SAFe, ACP, ICAgile, etc.).

Familiarity with DevSecOps, Amazon Web Services.

Familiarity with Postgres, Oracle, or DB2.

Familiarity with containerization (Docker, etc.).

Familiarity with AI/ML, LLM, and NLP technologies.

PHYSICAL REQUIREMENTS:

Prolonged periods of sitting at a desk and working on a computer.

Prolonged periods using a phone or other forms of business communication.

Must be able to lift up to 15 pounds at times.
