Cabarrus County Department of Social Services (DSS) is conducting a comprehensive search for a results driven leader with a passion for public service to be our next DSS Deputy Director of Social Work Programs.

This is an exciting opportunity to provide leadership and support for one of the fastest growing and diverse counties in North Carolina.Cabarrus County (CaboCo) seeks a dynamic professional with extensive experience in North Carolina Child & Family and Adult & Aging Social Work Programs, local government operations, budgeting, and organizational effectiveness to serve as Deputy Director.

The Deputy Director must be a strong leader, collaborative, analytical, detail-oriented and a problem-solver by nature.

The Deputy Director will assist in leading this important County Department in building a vision for the future that is shaped by the desire to work collaboratively with the Human Services Director, DSS Director, County Management, and key stakeholders creating a better quality of life for everyone in our community.

The ideal candidate will have excellent leadership skills in leading organizational change, and the expertise and vision to continue effective and efficient management of the Agency while also leading future growth and advancement of the County’s goals.

The Deputy Director must be well versed in Child & Family and Adult & Aging Programs.

This candidate is an experienced organizational leader who excels at leveraging the technical expertise of internal and external resources and is a proven professional who takes initiative, seeks results, builds positive relationships, develops others, and is diplomatic and an excellent communicator.

The ideal Assistant Director will manage competing demands, have a passion for public service, a desire to serve the most vulnerable, and a dedication to supporting the social, ethical and cultural values of the community.

The long-term success for this agency is dependent on the Deputy Director’s ability to maintain integrity with staff and relationships with partners and stakeholders.

You must be capable of building and establishing a trusting relationship in a short period of time, have a strong focus on operational excellence and experience implementing best practice policies and procedures across large systems.

You must have great listening skills as well as the ability to mitigate high stress situations or confrontations.

What You'll Be Doing?

General Definition of Work: The Deputy Director of Social Services (DSS) plays a pivotal role in overseeing and managing the Child & Family Services and Adult & Aging Services divisions within the department of Social Services.

This position reports directly to the Director of Social Services and collaborates closely with other departmental leaders to ensure the effective delivery of essential social services to our community.

The Deputy Director is responsible for providing strategic direction, leadership, and operational oversight to achieve the department's mission and goals.

Leadership and Strategic Planning: Collaborate with the Director of Social Services to develop and implement strategic plans, policies, and initiatives for Child Welfare and Adult & Aging Services.

Provide leadership and guidance to divisional managers and staff, fostering a culture of accountability, innovation, and excellence.

Supervise, train, evaluate division staff, and influence hiring decisions.

Provide leadership and direction in the absence of the director and manage special projects assigned by the director, including media, intergovernmental, and community relations.

Program Management and Evaluation: Oversee the planning, implementation, and evaluation of programs and services related to child welfare, adult protective services, and aging services.

Ensure compliance with federal, state, and local regulations, as well as adherence to best practices and standards in social work.

Budgeting and Resource Management: Participate in the development and management of departmental budgets, allocating resources effectively to support programmatic needs and objectives.

Monitor financial performance and identify opportunities for cost optimization and efficiency improvements.

Staff Development and Training: Provide mentorship, coaching, and professional development opportunities to divisional staff, fostering their growth and enhancing their skills and competencies.

Promote a culture of continuous learning and knowledge sharing within the department.

Community Engagement and Partnerships: Cultivate and maintain effective partnerships with community organizations, government agencies, and stakeholders to enhance service delivery and address social issues.

Represent the department in meetings, conferences, and public forums, advocating for the needs and interests of vulnerable populations.

Quality Assurance and Performance Improvement: Implement quality assurance measures and performance metrics to monitor the effectiveness and impact of services provided.

Identify areas for improvement and lead initiatives to enhance service quality, client outcomes, and stakeholder satisfaction.

The ideal candidate will be able to demonstrate the following knowledge, skills and abilities: Strong understanding of North Carolina social services policies, regulations, and best practices, with the ability to translate them into effective programs and interventions.

Demonstrated experience in strategic planning, program management, and budget administration within a social services context.

Excellent leadership, communication, and interpersonal skills, with the ability to build and maintain effective relationships with diverse stakeholders.

Proven track record of fostering a culture of teamwork, innovation, and accountability within a multi-disciplinary team environment.

Commitment to diversity, equity, and inclusion, with the ability to promote cultural competence and sensitivity in service delivery.Proficiency in Microsoft Office Suite and other relevant software applications.
