Under the direction of the Service Planning Manager, the Geographic Information System/Intelligent Transportation Systems (GIS/ITS) Transit Service Planner is responsible for developing, enhancing, and maintaining LBT’s GIS environment. The planner will provide technical assistance in service planning, ArcGIS, and system data analytics and management. The planner will prepare various project reports and study findings on special assignments. Must demonstrate strong analytical, writing, and communication skills, with a comprehensive understanding of mobility planning practices as it relates to ITS, bus operations, and ridership analysis.

Responsibilities:

Maintains GIS data using ESRI’s ArcGIS environment, including editing data in ArcGIS Pro, publishing services to Portal for ArcGIS, creating web maps, and performing data analyses on transit data (bus stops, route network, ridership, etc.)

Gathers GIS/ITS data from various sources (SQL databases, CSV files, etc.), performs data management and consolidates data in the GIS geodatabase while identifying and implementing strategies to optimize and/or automate these tasks

Identifies trends and opportunities for growth through analysis of complex datasets and creates best-practice reports based on data mining, analysis, and visualization

Monitors and evaluates the efficiency and effectiveness of service performance and operations by applying statistical methods to existing transit data sources including Trapeze ITS program; transit key performance measures, and TAP-GFI Farebox Analysis as they are related to Service Planning efforts

Creates static and interactive maps and visualizations using ArcGIS software and Adobe Illustrator

Prepares and distributes General Transit Feed Specification (GTFS) to publish transit service data via Google Transit and other web sites for each service change update

Provides technical support and accurate information to other departments and staff relating to transit service planning and scheduling, stakeholder and customer requests, and other needs

Conducts a variety of studies regarding user characteristics and trend analysis relative to GIS and physical features of LBT’s services and facilities

Prepares and disseminates transit data reports in compliance with federal and state funding requirements. Reports include, but are not limited to, National Transit Database (NTD), American Public Transportation Association (APTA), Federal Transit Agency (FTA), and Caltrans as directed

Experience with transit technology, specifically farebox, automatic passenger counting (APC) system, and vehicle technologies

Experience with ArcGIS Enterprise publishing services, creating web maps/apps, and presenting data in dashboards, Story Maps, etc.

Experience working with GIS data in a geodatabase using ArcGIS Pro

Proficient experience with data analyses using ArcGIS Server 9.x (or higher), Python, Tableau, PowerBI, SQL, and R preferred

EDUCATION and/or EXPERIENCE:

A bachelor’s degree in geographic information system (GIS), geography, information systems management, urban studies and planning, computer science, civil engineering, or related fields is required. Two years of progressively responsible work experience in designing, implementing, and maintaining GIS databases and applications, including mining and interfacing data is required. Specific experience working with the front and back end of APC data is preferred; three years of experience is preferred. A Master’s degree may substitute for one year of work experience.

Salary range: $80,149 - $108,200 per year (Depending on Experience)

Actual compensation packages consider a wide range of factors that are unique to each candidate, including but not limited to geographic location; skill sets; relevant education and certifications; depth of experience; performance; and other business and agency needs. At Long Beach Transit compensation decisions are dependent on the facts and circumstances of each role and it is not typical for an individual to be hired at or near the top of the salary range.
