JOB TITLE: Operations Manager (Enforce Administration)

DEPARTMENT: Enforcement/RPP/Ticket by Mail

REPORTS TO: Director of On Street and Metered Parking

POSITION SUMMARY:

Position responsible for performing a variety of administrative and management supportive functions and all related duties which include but not limited to: dealing with personnel issues, work scheduling, time sheets, payroll, route area coverage assignments, radio dispatch, vehicle allocation, typing, hand held computer usage, down loading and maintenance of files. Oversees the Residential Parking Permit (RPP) office staff and functions therein. Oversees the Ticket by Mail program and staff. The Manager generates reports and reviews ticket matters. Must meet timeframes and deadlines on all assignments as directed. This position manages/supervises others.

MAJOR RESPONSIBILITIES AND DUTIES:

Assist in the daily supervision & management of the department.

Supervise and manage the day to day activities of the department and its several divisions.

Perform human resource functions, completing and submitting paper work as needed.

Statistical reporting to support decision making process for the Director in all aspects of the department; ticketing, voids, averages, tracking, inventory, vehicle inspections, revenues & expenses.

Assist with the departments budgeting- operating and capital - goals & objectives.

Suggest, develop and initiate the implementation of policies and procedures.

Enforce all Authority policies, procedures and union contracts.

Document and issue, when applicable, disciplinary action forms & any grievance procedures therein.

Type and/or assign the typing of general and miscellaneous correspondence for the division.

Compose routine acknowledgment and transmittal letters.

Research and resolve parking ticket issues.

Answer the telephone and relay staff calls in addition to answering inquiries of a non-technical nature.

Oversee and maintain general files for the division.

Deal directly and work cooperatively with the City of Pittsburgh's Magistrates (traffic court), and other City of Pittsburgh Departments.

Manages the ticket by mail program and all staff

Performs activities, functions and other related tasks and duties as assigned or required.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES:

Extensive knowledge of Pennsylvania State Motor Vehicle Code parking regulations.

Considerable knowledge of the geography of Pittsburgh.

A strong background in human resources.

Knowledge of management techniques.

Ability to identify problems, advise Director then present correctible options

Thoroughly skilled in the operation of a /computer/copier and fax machine.

Knowledge of PPA policies, procedures and applicable laws and ordinances preferred.

Ability to produce operating and training manuals throughout the department.

Ability to maintain confidentiality.

Ability to hold staff accountable .

Ability to fully understand & interpret AFSCME contract and to fairly enforce all provisions

Ability to handle difficult situations with the public is able to maintain courteous and tactful demeanor.

Proficient with Microsoft Office Suite and able to learn the payroll time & attendance system.

Ability to communicate effectively both written and verbally.

Ability to exercise initiative and sound judgment and to react with discretion under varying conditions.

Ability to establish and maintain effective and appropriate relationships with the public, City of Pittsburgh departments, Authority's, other agencies and employees.

Must demonstrate maturity and insight in understanding with all levels of staff, consultants, Board Members, community representatives.

Ability to demonstrate integrity and fair business practices in all activities

Self motivated, problem solver, decision maker and ability to use current technology to fully maximize the efficient and effective operations of the department.

EDUCATION AND WORK EXPERIENCE REQUIREMENTS:

Bachelor's Degree preferred with at least five (5) years of relevant work experience. Three (3) years of supervisory/ managerial experience preferred.. Must have a proficient with Microsoft office.

BACKGROUND CHECK:

Successful completion of a motor vehicle report and background check is required.

SPECIAL CERTIFICATES and LICENSES:

Must possess and maintain a current and valid Class C (or Class 1) Pennsylvania Motor Vehicle Operator's License throughout employment.

OTHER:

Must show proof and maintain City of Pittsburgh residency.
