PUBLIC WORKS DEPARTMENT

Monday - Friday: 7:00am - 3:45pm

Job Summary:

Work performed is responsible, professional work in civil engineering, including roadway design, construction design, stormwater drainage design, and erosion/sediment control design. Assists Director in supervising surveying and inspections. Provides technical assistance in roadway and drainage and other typical municipal construction projects. Responsible for project layout in the field.

Examples of work performed: designs roads, drainage, traffic signal installations, stormwater retention facilities, and parking lots. Reviews subdivision plats for conformity to subdivision regulations regarding new roadway alignments, grades, right-of-way and other general requirements. Assists director in administration of stormwater management program, including development of plan components and TDEC MS4 Permits, ordinances and policies, public participation events, and budget. Assists in investigations of illicit discharges and issues notices and facilitates corrective actions. Obtains and manages state and Federal environmental permits. Assists director in administration of Qualified Local Program, including review of development plans and coordination of permit issuance. Inspects the work of personnel engaged in the maintenance and/or construction. Provides engineering support, surveying, and field engineering; visually inspects roadway and subdivision construction sites for compliance with contract documents and city specifications. Makes field checks to investigate complaints and determine remedies for problems. Performs related duties as required.

Required Knowledge and Abilities:

Knowledge of applicable civil engineering principles and practices.

Knowledge of the methods, materials and equipment used in construction of streets and storm drainage facilities and appurtenances

Knowledge of CAD Drafting technology and programs for design of roadway and construction projects

Knowledge of Geographic Information System technology

Knowledge of traffic engineering principles and state and city traffic regulations

Knowledge of safety precautions in general construction work

Knowledge of the materials and equipment used in general maintenance work

Knowledge of occupational hazards and safety precautions

Knowledge of State and Federal environmental laws & permits

Ability to attend public participation events and provide public educational presentations and classes

Ability to communicate effectively orally and in writing

Ability to plan, organize, assign and evaluate the work of others

Ability to work from field control points in order to layout and complete various public works projects

Ability to make independent judgments in the absence of supervision

Ability to comprehend and work from construction plans

Ability to establish and maintain an effective working relationship with the public and co-workers

Qualifications:

The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of a Bachelor's degree (B.S.) in civil engineering from four-year college or university, plus six to eight years of professional engineering experience, or an equivalent combination of education and experience. Certified PE license required. Design and Inspection of Erosion & Sediment Control Inspection certifications preferred. Must possess a valid Tennessee driver's license.

Essential Functions:

The essential functions of this position includes those tasks associated with an office environment including using a computer and associated peripherals, using a variety of communication devices, accessing file cabinets and occasionally maneuvering objects weighing up to twenty-five (25) pounds. Work may also include field work which requires the physical and mental ability to use various engineering related tools and processes; the ability to navigate uneven terrain; and the ability to work in inclement weather. Attendance is an essential function of this position.
