Title: Commissioning Manager Position Type: Contract Location: New Orleans, LA Reports to: Project Manager Status: Exempt Job Summary: The Commissioning Manager reports to and works under the direction of the Project Manager for the commissioning and startup of simple cycle turbine and balance of plant equipment.

The Commissioning Manager has management responsibility for delivery of all Startup, Commissioning and Testing related activities for the project, while ensuring the work is performed in conformance with the project objectives and requirements.

The Commissioning Manager's principal areas of responsibility are safety, quality, and schedule related to commissioning activities.

Essential Duties and Responsibilities: The Commissioning manager's assigned duties and responsibilities are those specifically related to planning, supervising, and executing startup and commissioning activities and shall include, but shall not be limited to the following: * Coordinating and overseeing all commissioning, startup, and testing activities.

* Preparing startup and field-testing plans, documentation, and forms.

* Liaising between the Constructor, Engineer, and Owner for all startup and testing activities.

* Developing a comprehensive schedule for startup activities, progress updates, and leading commissioning planning meetings throughout the project.

* Assist with coordinating manufacturers' services and their certification of proper installation and/or operation of equipment per accepted testing procedures and as required by the specifications.

* Ensuring readiness for and coordinating maintenance, repair, and adjustment of equipment and systems during startup testing, and commissioning.

* Conducting or overseeing pre-test checks to ensure readiness for testing.

* Verify all piping hydrostatic testing and flushing has been completed prior to field testing connected equipment.

* Ensuring all testing equipment is in proper working order and has been calibrated to appropriate standards.

* Develops safe work policies and procedures including lockout/tagout procedures and personal protective equipment policies, that will be followed during all field startup and testing activities.

* Organizing teams made up of qualified representatives of Suppliers, Subcontractors, and others, as appropriate, to efficiently and expeditiously startup and test the equipment and systems installed and constructed under this Contract.

The objective of this program shall be to demonstrate to the Owner that the structures, systems, and equipment constructed and installed under this Contract meet all performance requirements and the facility is ready for operation as intended.

In addition, the testing program shall produce baseline operating conditions for the Owner to use in a preventive maintenance program.

* Ensuring the development and maintenance of records documenting all startup, testing, and commissioning activity are performed by team.

The records shall be organized by major process system into organized files/binders and turned over to the Owner prior to applying for final payment.

Testing records shall be accessible to the Engineer and Owner at all times to allow monitoring of the progress.

* Coordinate and oversee Electrical Testing Contractor (NETA certified) electrical acceptance testing . * Coordinate and oversee the functional testing of the facility.

* Coordinate and oversee Emissions and Performance testing of the facility.

* Promptly reports Safety, Health, or Environmental incidents or issues to management, and promptly takes action to correct the situation.

Job Requirements: The successful candidate should be able to demonstrate the following competencies: * Balance of Plant (BOP), Operating and Maintenance Principles (incl.

Pumps, Compressors, Fans, Blowers, Process Controls Principles, Etc.). * Change Management * Contract/Subcontract Management * Commissioning Principles (incl.

Construction Completion Requirements, Pre-Commissioning Requirements, Commissioning Requirements, Verification Testing Requirements, Performance Testing Requirements, Emissions Testing Requirements, Cleanliness Criteria Requirements) * Communication * OSHA Requirements (incl.

General, Lockout / Tagout, Arc Flash Hazard Requirements (NFPA 70E) and Fuel Gas Piping System Requirements (NFPA 56) * Proficient with use of Microsoft Office Products (Access, Word, Excel, Power Point and Outlook) Physical Requirements: * Duties require sitting, walking, standing for extended periods of time and lifting and carrying up to 25 lbs.

* Must be able to use protective equipment correctly (i.e., hard hats, safety glasses, ear protection, etc.) most of the day.

Education / Experience: * Engineering Degree/Certification (or equivalent experience including Navy, Maritime Field, Stationary Engineer) * Demonstrated successful performance as Startup and Commissioning Manager of multiple Power Projects * 5-10 years Startup Management experience on similar projects * Recognized Industry experience and expertise * OSHA 10- or 30-Hour Training PIC Group, Inc.
