ASSISTANT COUNTY ENGINEER

Salary: 136 - $110,218.00 minimum salary, or as per Compensation & Classification Policy Promotional Method.

Purpose of Classification

Performs engineering work. Work involves design, construction management, construction inspection, devopment review, surveying, environmental, and transportation related activities. Design activity is supervised by a licensed professional engineer who has authority for final approval of all projects. Work requires some contact with local governmental representatives, engineering contractors and private entities. Employees at this level follow standard practices that do not require frequent supervision of detail.Essential Functions

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic control/traffic management/ intelligent transportation systems (ITS) plans and projects.

Coordinates phases of preliminary design and revisions in PS&E with districts, divisions, Administration, the FHWA, contractors, fabricators, Corps of Engineers and local entities.

Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.

Interprets manuals and required guidelines for traffic operations.

Investigates and responds to public complaints on traffic signals, signs, illumination, pavement markings, traffic management systems or other traffic related items.

Meets with law enforcement agencies and city officials to discuss traffic problems and possible solutions.

Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts for Traffic projects and Traffic Management Systems.

Performs and coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions.

Reviews and revises schematics, PS&E, project designs, shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic management systems.

Provides assistance and information to employees, managers, vendors, citizens, local businesses, and/or and other interested parties regarding assigned development functions; serves as liaison between supervisors, vendors, and other departments in regards to department policies and activities. Explains policies and procedures.

Prepares various department documents requiring knowledge of department policies, programs, and procedures and which may involve researching, compiling, analyzing, retrieving and/or summarizing data.

Additional Functions

Performs other related duties as required.

Minimum Qualifications

Bachelor's degree in engineering or related field, accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (TAC/ABET). Supplement with two (2) years of Engineering experience with a Professional Engineering License; OR 7 years of Engineering experience with at least two (2) years as a licensed Engineer. Must have a valid Texas Driver's License.

Physical Ability: Tasks require the ability to exert medium physical effort in medium work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of medium weight (20-30 pounds). Tasks may involve extended periods of time, balancing, stooping, kneeling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed with exposure to adverse environmental conditions. Exposure to damp/wet surfaces, duty conditions, fumes and odors, flammable liquids and high noise levels.

This is not a Civil Service covered position.
