Job Purpose

Engineer, Technical Safety ensures all SSHE hazards are identified, risks are assessed and managed with the ALARP concept within PTTEP operations. The job holder provides expertise and support to projects, assets and divisions on loss prevention engineering and technical safety approach including development of procedures, techniques, proper usage of tools/ software to identify hazards, and manage the risks to ALARP. He/she conducts SSHE studies and provides recommendations to operational sites.

Key Accountabilities

Develop and maintain SSHE standards, procedures, and guidelines which include PTTEP SSHE MS Standard - Risk Management (SSHE MS. S. 07), Asset Integrity Management (SSHE MS.S.08), Management of Change (SSHE MS.S.09), Technical Safety General Specifications, etc.

Develop PTTEP Technical Safety General Specification and maintain corporate guidelines of risk assessment techniques (HAZID, HAZOP, and SSHE Case) to ensure the compliance with legal and industrial requirements.

Provide consultation and apply PTTEP loss prevention process throughout all phases of project development including exploration, conceptual studies, pre-project, engineering design, construction and installation, commissioning and start-up, development drilling, production and facilities management, and abandonment including study and evaluation of modifications, assessment of safety deviations, and the downgraded situations, etc.

Facilitate, review and provide advice on specific safety studies regarding loss prevention engineering for projects, assets and divisions as necessary.

Assist in performing compliance audits and track until completion of SSHE findings/ recommendations/actions (MOC, Safety barriers, PTRs, OTRs).

Use appropriate software and tools for safety analysis, calculation, and design aids.

Investigate high potential incident/ accident and provide advice on preventive measures and remedial actions to ensure all actions are taken properly.

Initiate program/campaign which assists to promote safety awareness and prevent major accident in PTTEP operations.

Generate, organize and coordinate the production of loss preventive database and comprehensive reports/documents to support SSHE Management System.

Ensure all safety studies conducted by PTTEP, consultants or contractors are conducted with high expertise and high-risk hazards are identified, assessed, focused and managed to achieve PTTEP ALARP criteria.

Specific loss prevention approach is developed for specific site or work and company abides by statutory obligations and regulations applicable for each location and type of activities.

Professional Knowledge & Experiences

Bachelor's degree in Chemical Engineering or related fields.

Good understanding and experiences of oil and gas exploration and production processes, loss prevention process, safety studies and analysis techniques such as facilitating HAZID, HAZOP, SIL, JSA, QRA, SIMOPS, Bow Tie, etc.

Preferrable experienced a minimum of 5 years as Loss Prevention Engineering experiences in offshore and onshore works.

Ability to perform project technical and operational reviews and able to use safety analysis software knowledge, FRED, BOWTIE, etc.

Good knowledge of industry codes, standards, and legislation on SSHE aspect.

Good command of English proficiency with strong analytical and communication skills.
