Key Responsibilities :

Lead technical training to achieve project quality objectives, improve delivery efficiency and optimize the total cost of ownership of the training solution(s)

Select, define, approve and communicate a standard ISD process for training

Monitoring, integration, approval and adherence of the training solution to the contract and the ISD standard

TNA and assessment; facilitation of the Training Steering Group and Customer approval for the TNA

Facilitate contract amendments following TNA approval where contractual scope is affected

Training IT Tools are specified, acquired, supported and utilized, as applicable in accordance with contractual terms and training program needs

Development and approval of requirements acceptance criteria and evidence to satisfy requirements

Compliance of the training program(s) design including solutions and training systems with requirements

Compliance of training documentation in accordance with Quality Assurance; includes the training lifecycle from identification of requirements to the validation of delivered training

Evaluation of the training program in accordance with the agreed model

Management of the sub-domain (see Organization Chart), including professional and personal development of staff.

Project Management for the Sub-Domain Work Packages

Technical aspects of bids and contractual agreements performed by partners and subcontractors

Identify and develop training related business opportunities

Outputs / Deliverables:

Approved ISD model

Training Assessment and Needs Analyses

Contractual amendments (Change Requests)

Training IT Tools solution(s) that meets the contracted requirements

Acceptance criteria, ITEP, TEMP and Test Plans; and evidence for requirements compliance

Integrated and approved training solution

Evaluation Strategy, evaluation program and reports

Training Strategy

Development, maintenance and implementation of training program(s): stakeholder requirements; customer furnished items; training system(s) requirements

Approving and configuration control of training program(s) design

Development of bids and proposals in support of new training business

Project Management outputs for Sub-Domain (Work Package Descriptions; WBS; IMS L2 and 3, Roadmaps, Staffing Plan, travel estimates, earned value; EAC and ETC calculations)

Person Specification :

Competences:

Subject Matter Expert in all aspects of the training lifecycle and TNA on complex systems and processes in a defense or security related industry or military environment

Experienced in Assessment Tools and Learning/Content/Training Management Systems.

Process expert on Instructional System Design models such as ADDIE and SAT

Excellent knowledge of IT hardware and software solutions for training programs

Experienced in the training simulation and training systems for C4ISR programs

Demonstrable knowledge of concept of operations, concept of employment and organizational and engineering processes

Experienced in bid management and proposal writing

Project Management including EAC, ETC, cost control, earned value and risk

Planning, managing and implementing training programs in a defense/security industry or military environment to quality, schedule and budget

Knowledgeable and experienced in Quality Assurance and Configuration Management

Influential, inspirational and decisive with a strong service orientation and delivery focus

Flexible, adaptable, enthusiastic, motivated, self-confident; excellent team player

Ability to work under pressure and deliver according to deadlines

Outstanding ability to conceptualize, analyze and resolve complex issues

Outstanding communicator (written and verbal)

Proven Customer / stakeholder engagement and negotiation skills; the ability to influence outcomes /agreements

Experience of contracts, customer requirements and validation criteria

Intercultural awareness and strong Customer focus

Qualifications:

Ideally possessing a degree in a related field

Technical qualification in a related engineering discipline at Higher Diploma or Certificate level

Training certification at post-graduate level or equivalent experience

TNA and related process (ADDIE and SAT) Manager and Practitioner

Project Management certification (IPMA/PRINCE2/PMP/APM)

Advanced MS Office, Intermediate MS Project

Oracle/ SAP qualified (E-Business Suite and Databases)

Excellent written and spoken English skills (Essential - minimum IELTS 7 for a non-native English speaker)

Written and spoken Arabic skills (Desirable)
