Department / Cluster: Staff Development & Communication, Human Resources Division, HA Head Office

Pay: HK$154,832 to HK$178,384 [HMPS point 20 to 24] per month (including Monthly Allowance)

Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.

Job

The Senior Manager (Staff Development and Communication) will play a key role in leading the functional team in Staff Development and Communication within the Hospital Authority. Reporting directly to the Chief Manager (Staff Development & Wellbeing), the Senior Manager will be responsible for the following:

1. Oversee the development, implementation, and evaluation of Human Resources policies in the related functional areas. Design and implement strategies to ensure alignment with organizational goals and objectives.

2. Collaborate closely with senior management to plan and execute succession management initiatives, identifying and grooming potential leaders at all levels.

3. Formulate management development strategies aligned with corporate directions and service priorities, develop structured training to enhance leadership capabilities across the organization.

4. Drive the modernization of Human Resources and staff development and communication related functions and processes through the implementation of digital solutions, leveraging technology to improve efficiency. Contribute to the development of HR shared service.

5. Promote a self-learning culture for all staff and identify opportunities to enhance continuous learning and development.

6. Devise strategies to facilitate effective internal communication for the implementation of HA initiatives and projects, and enhance staff communication through multi-technology and social media platforms.

7. Gather staff feedback and implement staff surveys to provide management information on staff needs and sentiments and ensuring effective measures are in place to address concerns and suggestions.

Requirements

1. Holder of a Bachelor degree in relevant disciplines or equivalent.

2. Minimum of 10 years post-qualification experience in HR functions of which at least 5 years at senior management level (i.e. Senior Executive Officer or equivalent level).

3. Capable of bringing in global view on HR management and leadership in healthcare industry.

4. Able to appreciate long-term trends from various perspectives and contribute to the development of organizational strategies. Provide an enabling environment and allocate resources to drive results.

5. Able to inspire and lead the team, aligning their direction with the organization’s visions and objectives, and influence others to generate creative and innovative ideas.

6. Serve as a role model for personal drive and commitment during times of change. Inspire, support and coach others in effectively planning and managing the change process.

7. Have an aptitude of advocating work-life balance in the organization and balance employee satisfaction and organization interests.

Preferred Attributes/Exposure

1. Some qualifications in Human Resources Management.

2. Strong leadership qualities as well as excellent interpersonal and communication/ presentation skills.

3. Analytical, innovative and committed to achieving strategic results.

4. Proven track record in designing and implementing programs in staff development and communication functions.

1. May be required to rotate among other SM/CGM(HR) posts to meet service needs of the HA.
