Section 1: Overview and Purpose of Position

Oversee USCRI Matching Grant Employment Program to ensure successful outcomes, defined as a high percentage of Match Grant participants achieving self-sufficiency through employment within their initial 240 days in the U.S.

Responsible for tracking, managing, and disbursing refugee funds and In-Kind and Cash Match available through the Match Grant Program according to agency and program policies.

Responsible for preparing financial, In-Kind and Cash Match reports for internal and external distribution as required by funding entities and at the request of Community Integration Director and Chief Financial Officer.

Provide supervision to program staff.

Section 2: Qualifications (skills, education, experience)

College degree or equivalent.

Coordinator and/or Case Management Experience is preferred.

Familiarity with basic accounting and maintenance of spreadsheets.

Experience working with a diverse client population in a multicultural environment.

Valid driver license with classification appropriate to operate JVS vehicles, valid auto insurance, clean driving record with no moving violations within the past three years.

Section 3: Responsibilities/Duties

Client Service Duties:

Selection of Match Grant participants, according to agency and program policy, in coordination with Community Integration Director, Refugee Employment Manager, Resettlement Services Manager, and referring Case Manager.

Enrollment and orientation of Match Grant participants. Complete all necessary paperwork for the enrollment process. Ensure Match Grant clients are enrolled on the USCRI Matching Grant Database.

Ensuring that Match Grant enrollment information is shared with all Community Inegration and Health & Wellness programs.

Requests Monthly Cash Allowance checks and Bonus checks for clients. Keep track of when clients get each check and the amount

Request client rent and utility payments/checks each month. Responsible for ensuring rent and utilities are paid for clients. May have to drop off checks and payments to landlords and/or utility companies.

Track progress of Match Grant participants, in coordination with the Refugee Employment Manager and Case Managers to make appropriate disbursements of Match Grant funds and to ensure MG clients are on the right path towards Self-Sufficiency.

Administrative Duties:

Coordinate Financial management of MG funds and Match in collaboration with Community Integration Director and Chief Financial Officer.

Maintain records for Match Grant reporting and coordinate with USCRI to submit reports and address inquiries.

Devise procedures and strategies to obtain “In-Kind Match” and “Cash Match” for Match Grant participants.

Coordinate with Community Integration Managers to achieve compliance with Match Grant requirements.

Maintain financial records for MG clients, internally at JVS and in the MG Database.

Complete all necessary case notes and paperwork for the Match Grant Program.

Compliance

● Audit case files regularly and coordinate with Community Integration teams to increase efficacy, compliance, accuracy, and best practices.

● Train staff members on policies and procedures; provide updates on the program as necessary.

● Create and update guidance materials when required.

Escalate issues and trends in barriers to self-sufficiency for strategic intervention.

Supervision

● Be available for support and advocacy and act as a resource for Case Managers. Support staff in the department as needed.

● Provide weekly coaching of Case Managers.

● Assign and review caseloads to ensure Case Managers working at capacity.

● Implement emergent practices obtained through JVSU (strengths-based coaching, emotional intelligence, core values, professional development planning, etc.)

Section 4: Skills Needed

Strong organizational and time management skills, with a proven ability to meet deadlines; able to effectively prioritize, delegate, and execute multiple tasks.

Ability to be self-directed and highly flexible in daily work.

Ability to work effectively in an environment that is multicultural and multilingual.

Excellent verbal and written communication skills and the ability to develop positive working relationships with both internal and external collaborators.

Strong computer skills and proficiency in Word, Excel, Google Docs and internet-based communication.

Section 5: Working Conditions and Physical Effort

Hours- regular schedule or flexible, any nights/weekends

REGULAR/OCCASIONAL travel to [client homes, community events, service providers, employers] in personal vehicle with mileage reimbursement

Home Visits

Much of the work is typically performed in an interior temperature-controlled office work environment. Position requires prolonged periods of sitting at a desk and working on a computer.

Some work may be performed at community sites such as other agency offices, schools, libraries, and other public meeting places. Employees may experience exposure to temperature extremes when in training situations, in a car, and while traveling to contacts outside of the agency facility.

Position requires frequent bending, squatting, sitting, standing, pulling, pushing, lifting, and moving items that may weigh up to XX lbs.

Use of cell phones is also required with partial reimbursement by agency.
