Job Description

QED Systems, LLC, is currently recruiting for an Executive Program Analyst to join our team at the Pentagon in Arlington, VA to support our customer, Project Manager Intelligence Systems & Analytics (PM IS&A).

Duties:

Provide financial management, and technical expertise in the materiel acquisition process.

Support Research and Development Exhibits (R-2 Forms); support Production Exhibits (P forms); prepare Budget Briefs; prepare Congressional Staff information papers; submit the Operating Budget with funding profiles; support the Program Objective Memorandum (POM) submission for approval; prepare the Congressional Budget Justification Books (CBJB); and coordinate daily on the status of funds with Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)), Department of the Army Deputy Chief of Staff for Operations (DA DCSOPS), and the PMO.

Provide program acquisition services in support of the Department of the Army Service Coordinator (DASC) program requirements, briefing the requirements, resourcing, and interfacing with G8 on the macro-funding perspective.

Prepare, maintain, and track obligations and disbursement plans and reports.

Assist in development of Program Office Memorandum/Weapon System Review (POM/WSR), Budget Execution Summary (BES) and President’s Budget (PB) funding briefs and reports.

Analyze program obligations and disbursements and prepare required reports.

Analyze cost, schedule, and contracts planning and execution against program goals.

Perform what-if drills associated with budget and other financially related taskers.

Perform Cost Benefit Analyses (CBA), economic analyses, and Should Cost analysis.

Provide assessments and analytical support in making affordability decisions.

Assist with development of Research Development Test & Evaluation (RDT&E), Procurement, and Operations and Maintenance (O&M) funding requirements in order to prepare annual POM and Budget submissions.

Analyze Earned Value Management (EVM) and Contract Performance Reports (CPR).

Assist in development of all cost documentation required for milestone decisions, including Cost Analysis Requirement Document (CARD), Program Office Estimate (POE) and Acquisition Program Baseline (APB), Life Cycle Cost Estimates (LCCE).

Draft Independent Government Cost Estimates (IGCEs).

Maintain LCCE using the Army Cost Estimating-Information Technology (ACE-IT) system.

Analyze and prepare accounts for fiscal year start-up, carry-over requirements, and closeout.

Coordinate and process all funding requests.

Analyze financial data and complete required financial reports.

Use Defense Travel System (DTS), GFEBS (General Fund Enterprise Business System), Logistics Modernization Program (LMP), MOCAS (Mechanization of Contract Administration Services), and Standard Operation and Maintenance Army Research and Development System (SOMARDS) to perform finance functions, such as, querying/inputting funds, commitments, obligations, disbursement status, contract reconciliation, and reporting.

Research and reconcile discrepancies on Inter-fund bills, Total Package Funds, over disbursements, Negative Unliquidated Obligations (NULOS), duplicate payments, and perform transfer charges.

Maintain, track, and verify balance sheet reports, travel log, credit card accounts, travel order numbers, job order numbers (JOANs), standard document numbers (SDNs), travel funds, and budget forecasts.

Prepare Military Interdepartmental Purchase Requests (MIPRs), Procurement Work Directives (PWDs), and 1034s.

Required Skills & Experience:

Detailed-oriented with excellent technical, verbal, and written communication skills.

Ten (10) years direct experience with coordination of defense acquisition programs at the higher Army and/or DoD levels.

Must have 10 years direct experience with verbal and written communication to include presentations and/or briefing to top level managers, SES, general officers or equivalent.

Required Clearance:

ACTIVE CLEARANCE LEVEL REQUIRED: TS/SCI

Qualifications:

Bachelor's degree preferred. Degree related to Business or Accounting, preferred.

At least twenty (20) years of experience with technical program management to include budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development.

Travel:

Less than 10% travel is expected for this position. Travel may include continental United States and outside continental United States locations.

Work Environment:

This position will be co-located with the customer and other contractors in Government office spaces.

Position Type/Expected Hours of Work:

This is a full time position, Monday through Friday. Flexibility around core hours. Travel may occur outside of normal core hours.
