Scope of Work
TheCounty has need of a Technical resource to supplement existingtelecommunications staff responsible for supporting the Countys Telephonenetwork and associated systems noted as directed by the Countystelecommunications Division Chief. Vendor will provide a TelecommunicationsSpecialist to provide support PBX programming, repairs, moves, adds, changesand site surveys. The Telecommunications Specialist is needed to providetechnical support for the following systems:
Avaya CM6
G650, G600, G350, G700 Media Gateways
Avaya Modular Messaging
Avaya ASA
Avaya AES
Avaya SBC
Low Voltage Cabling
The Specialist will also be required to coordinate services withCounty Stakeholders:
Estimated Level of effort:
Onefull-time telecommunications specialist
(8:30am to 5:00 pm Monday-Friday).
55estimated number of calls received in a 6-month period.
15estimated number of calls requiring remote support after hours.
12estimated number of calls requiring on-site after-hours support.
On-call emergency response outside normal business hours (5:00 pm 8:30 am Monday-Friday)
Four Hours on Weekends and Holidays.
Providing call-back within 30 minutes of initial call.
The County will provide detailed instructions regarding what type of callsrequire action outside of normal business hours.
Afterhours emergency support should be billed for actual time service isprovided.
Qualifications/Experience:
Three(3) years experience in a telecommunications field performing work related tomoves adds and changes associated with a Private Branch Exchange (PBX),telephone.
Working knowledge and understanding of telephony systems, including Avaya PBXprogramming, ACD vectors, VoIP, and unified communications platforms.
Intermediate VoIP cloud experience.
Experience in troubleshooting, evaluating, testing, and implementing softwareto support the Avaya CM6 platform to include associated media Gateways andadjuncts.
Experience in troubleshooting and resolving telecommunications hardware issues.
Knowledge of Avaya CM6, Session Manager, CMS, and Modular Messaging.
Familiarity with EIA/TIA or BICSI installation standards.
Experience with ServiceNow, Microsoft office and Microsoft Exchange.
Experience with PRI, T1, and SIP signalling protocols.
Education:
Completionof an accredited two-year undergraduate, certificate, or trade school program,which provided training in the installation and maintenance oftelecommunications systems.
Telecom Specialist must have a vehicle to be able to respond tomultiple County sites.
Telecom Specialist must have telephone test equipment to includebut not limited to:
Butt set
Punch down tools
Wire mapping test set
Deliverables:

Qualifications / Experience of proposed staff
Experience in troubleshooting, evaluating, testing, and implementing softwareto support the Avaya CM6 platforms to include associated media Gateways andadjuncts.
Experience in troubleshooting and resolving telecommunications PBX networkhardware issues.
Knowledge of Avaya Definity, CM6, Session Manager, CMS, and Modular Messaging.
Familiarity with EIA/TIA or BICSI installation standards.
Experience with Cloud VOIP and Data Networking.
Experience with ServiceNow, Microsoft office and Microsoft Exchange.
Experience with PRI, T1, and SIP signalling protocols.
