Fully manage the execution of project construction and handover/close out.

Input project data into Navy or Air Force online systems and software as needed.

Use the Automated Data Processing (ADP) systems utilized by the 11CES and its customers in support of the requirements of this PWS.

Systems include, but is not all inclusive, common engineering systems like AutoCAD and cost estimating systems such as Costworks or e4Clicks.

Construction Manager will participate in training provided by the Federal Government for Air Force or Navy specific programs, such as NEXGEN IT (TRIRIGA), whether through training courses or OJT.

Data Repository.

The Construction Manager shall store, transmit, evaluate and/or present data generated in support of the 11CES missions.

Deliver analyses of technical comments provided by regulatory agencies and stakeholders in accordance with appropriate laws and regulations, and make recommendations to the government concerning their disposition.

Deliver QA/QC standards for emerging technologies when not otherwise available.

Minimum Qualifications: Construction Manager Must be a US Citizen Five (5) years demonstrable experience in managing, planning, coordination, and oversight of facility and infrastructure projects involving the construction or maintenance of facilities, buildings, roadways, and building systems.

Bachelor's Degree in one of the following: Construction Management, Mechanical Engineering, Civil Engineering and Architecture from an Accreditation Board for Engineering and Technology (US) Desired Skills: Construction Manager Current Construction Management Professional Engineer's License from any State.

Project Management Professional (PMP) or Member Association of Project Management (MAPM) Demonstrable experience with design and construction standards and UFC's.

Demonstrable understanding of applicable OSHA standards.

Required Skills: Construction Manager Ability to plan, organize, and lead others in studies, designs, and construction projects, record and manage the processes and documentation, and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources and require extensive changes in established concepts and procedures.

Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.

Ability to safely operate a motor vehicle, navigating throughout JBAB on both paved and gravel roads.

Experience working with Microsoft Word, Access, Excel, and PowerPoint, AutoCAD, Cost Estimating Software.

Specific capabilities must include word processing, spreadsheet, database, and graphics.

Proficient in commonly used engineering software programs.

Able to develop, maintain, and utilize databases as decision-making tools and in concert with geographical interface systems (GIS) as appropriate.

Experience using NexGen IT/TRIRIGA.

Ability to input, prepare monthly execution and percent design reports inputs to support the preparation of monthly execution and percent design reports The Construction Manager will possess the expertise and capability to use the Automated Data Processing (ADP) systems utilized by the 11CES and its customers in support of the requirements of the PWS.
