Serco is seeking a motivated Project Manager to join our talented and fast-paced Public Sector Solutions team, which supports federal programs assisting millions of people seeking government health coverage. This dynamic position will primarily work on the CMS Eligibility Support (ES) Contract to ensure audit deliverables are well organized and timely, subject matter experts are engaged on projects as appropriate, and project plans are created and maintained from end-to-end. The candidate will apply project management skills by tracking program audit activities paying close attention to deadlines, consistent documentation, and high-quality deliverables. The candidate may also provide project management or subject matter expertise to other projects on the CMS ES program and other programs that may impact Federal Health Insurance Marketplace eligibility—such as Medicare, Medicaid, CHIP. As such, the candidate in this role will participate in program integrity and auditing research, technical writing, and obtain diverse experience working with many different stakeholders such as Serco Leadership; Service Delivery, IT, and Operations; and CMS Executives and subject matter experts.

The candidate(s) in this position ideally brings project management experience in federal health care programs, particularly the Federal Health Insurance Marketplace.

As a Project Manager, you will:

Serve as project manager with focus on internal and external program audits and processes. This includes:

Provide project management by tracking program audit activities paying close attention to deadlines, consistent documentation, and high-quality deliverables.

Track audit findings and recommendations to improve operations and deliver to the client and Serco teams high-quality written reports, memorandums, or papers.

Present audit projects status to management and client at quarterly review meetings with clear and concise descriptions on project issues including challenges to deadlines, recommendations or requirements, and potential impact.

Identify problems and barriers that may arise during projects and involve appropriate parties as necessary to resolve the issues.

Develop and maintain effective and efficient working relationships with the Client, interfacing with government SMEs and Serco teams.

Assist in analyses and research to support program operations and improvements

Provide subject matter expertise on project management, program integrity and audits, and program policies

Collaboratively with CMS and Serco teams, produce high-level, well-written memos, briefs, analysis, evaluations, reports and presentations.

Deliver high-level, strategic written and oral briefings to ES and Serco Leadership

Performs other tasks as required or assigned.

Competencies:

Demonstrated understanding and experience in project management, including for Federal Health Programs including Health Insurance Marketplace.

Extensive knowledge of the techniques and methods used in program management.

High-level expertise in Federal Health Insurance Marketplace's eligibility and enrollment processes and the operations that support verifications.

Knowledge of other federal health care programs (such as Medicaid, Children’s Health Insurance Program and Medicare) and private health insurance industry.

Demonstrated good judgment, a well-developed sense of propriety, political acumen, and the ability to think constructively.

Ability to deal with complex projects and changing requirements and deadlines.

Strong leadership and organizational skills.

Exceptional interpersonal and client management skills.

Excellent verbal and written communications skills.

Enjoy working in fast-paced and collaborative team environment.

Qualifications:

To be successful in this role, you must have:

Bachelor’s degree in business administration, public health, health administration, or other appropriate advanced degree.

Minimum two years’ experience providing Federal Health Insurance Marketplace expertise in government or advocacy organization; OR

Minimum two years of experience performing complex project management on the Federal Health Insurance Marketplace program or other federal health care programs.
