Summary

The Senior Human Resources Consultant (Disability Management and Accommodations) serves as TPL’s subject matter expert for disability management, providing guidance and expert advice to HR management regarding long-term disability cases, complex short-term disability, accommodations, return to work strategies as well as other protected grounds accommodations under the Ontario Human Rights Code (e.g. creed, family status).

The Consultant works within a framework that is evidence-based, trauma-informed, and equity-focused.

The Consultant is responsible for the development, implementation and evaluation of TPL’s disability and accommodations case management program, including long-term disability, return to work strategies, workplace accommodations, and attendance management.

The Consultant works collaboratively with employees, HR Consultants, managers, and external parties (such as health care providers and third party medical review and case management resources) to support effective disability management. In particularly, the Consultant works in partnership with the Union on TPL’s Joint Modified Work program, and co-chairs the Joint Modified Work Committee.

The Consultant is a key contributor to the promotion and maintenance of a healthy, safe, productive, and supportive workplace, and contributes to TPL wellness initiatives.

The Consultant is required to maintain the privacy and integrity of highly confidential personal or medical information, and must ensure compliance with relevant legislation, including the Ontario Human Rights Code, the Occupational Health and Safety Act, and Ontario Employment Standards.

Responsibilities

Through effective case management, develops and leads a progressive disability management program with a focus on wellness, prevention, and return to work processes for both occupational and non-occupational disability claims.

Manages complex disability, return to work, and accommodation cases.

Provides subject matter expertise and leadership in accommodations, return to work planning, fitness for work, and absence/attendance management.

Develops, coordinates, implements, and monitors accommodations and return to work arrangements

Works collaboratively with the Union in accordance with the Joint Modified Work Program. Co-chairs the Joint Modified Work Committee.

Leads process improvement activities within the disability management portfolio, and makes recommendations for continuous improvement

Coordinates physical demands analyses, cognitive demands analyses, and functional capacity evaluations, as needed.

Designs and delivers education and learning initiatives

Remains knowledgeable and aware of current and emerging topics in mental health, workplace accommodation, ergonomics, case management procedures, and workplace wellness.

Develops, analyzes and communicates reports/metrics associated with disability management

Other duties as assigned.

Qualifications

University degree in a related field (social sciences/health related discipline) or a 2-year related post-secondary diploma with coursework in disability management or occupational safety.

Certification as a Certified Disability Management Professional (CDMP) or a Certified Return to Work Coordinator (CRTWC) thorugh the National Institute of Disability Management, or equivalent, is required.

Minimum of five years of progressively responsible professional experience in disability management, case management and/or workplace health, preferably within a unionized environment

Experience in a unionized environment and in the interpretation of a Collective Agreement.

In-depth knowledge of legislation such as Ontario Human Rights Code, the Ontario Occupational Health and Safety Act, Ontario Human Rights, the Ontario Workplace Safety and Insurance Act, Workers’ Compensation Act, and the Ontario Municipal Freedom of Information and Protection of Privacy Act

Excellent interpersonal and conflict management skills, including the ability to work within a trauma-informed framework and manage sensitive and emotional situations

Strong understanding of, and ability to critically use, information pertaining to medical conditions, assessments, available treatments, duration guidelines and workplace restrictions and reasonable accommodations.

Ability to deal with highly confidential information

Sound knowledge in interpreting medical and functional information.

Ability to work independently, in a fast-paced environment.

Strong technological proficiency, including Microsoft office and HRIS systems.
