Senior Engineering Design Manager – Gas Frameworks

Location: Warrington

The Role

The Gas Frameworks Senior Engineering Design Manager (SEDM) is a key member of the Gas Frameworks Project Team and is responsible for ensuring the successful delivery of Bilfinger UK Engineering scope within the gas framework projects. They are the senior BUK Engineering member of the gas frameworks team.

The Manager of Engineering Projects reports to the Engineering Director functionally (line management) and to the Gas Frameworks Director operationally on a day to day basis.

Principal Accountabilities

Team Management:

Overall management and coordination of the gas engineering team including the Engineering Design Managers (EDMs) assigned to each individual project.

Liaise with the Discipline Engineering Managers (DEMs) on resourcing requirements to ensure the team have the correct quantity and quality of personnel, with the requisite competencies, qualifications, skills, experience and training to undertake and execute their work scope on the gas framework projects.

Ensure that the team have the support and advice they need to perform to the highest standards to deliver the business and project performance targets.

Responsible for people development, succession planning and promotion within the team. Ensure that Employee Performance Reviews are completed at, as a minimum, the Bilfinger UK required frequency.

Provide regular feedback on resources to the Manager of Engineering Projects (MEP) and DEMs to support their development

Support the MEP, Manager of Engineering Design, Manager of Engineering and Design (MED) and Engineering Director with recruitment

Support the Engineering Director with the development of the annual Departmental Budget and forecast .

Deliver monthly updates to the Engineering Management Team (EMT) on delivery performance within the gas projects.

Projects Performance Reporting and Governance:

The SEDM owns the engineering delivery on gas framework projects. They are accountable for the programme performance and financial results of the engineering scope within gas projects.

They will have primary responsibility for the engineering delivery performance of the Bilfinger UK Engineering Department within the gas framework projects. This will include development of new/improved processes and systems to assist engineering delivery by the Department. These processes may encompass areas such as project controls and reporting, project quality assurance and project document control.

Operationally on a day-to-day basis they will be responsible for giving guidance and direction to the EDMs assigned to gas framework projects to support the successful engineering delivery. (The functional line management of the EDMs will be with the MEP.)

The above will include ensuring the following are in place and maintained for projects, in a format and level of detail appropriate for the project:

Design Management Plan referencing Bilfinger BMS procedures, including the proper design reviews and stage gate reviews are scheduled

Master Deliverable Register (MDR) with Checker and Approver identified by the MED for each deliverable

Project schedule

Project change control mechanism

Ensure that project setup and reporting of engineering is consistent including ensuring EDMs’ complete the project reports in the required formats and the leadership of the engineering input to monthly financial and project performance reviews. Help identify actions and develop action plans to resolve any issues during project reviews

Continually support improvement of monthly reporting tools for engineering.

Distribute actions from monthly project reviews to the EDMs and inform senior management of the actions as appropriate

Intervention, involvement and support EDMs on individual gas projects when required.

To ensure that Project Lessons Learned are effectively captured and fed forward and integrated into continual improvement of procedures.

Maintain regular communication with other functional heads (including those in other Bilfinger UK departments) to help strengthen project delivery and performance management across the business.

Experience & Qualifications

Required:

Degree or equivalent in engineering

Minimum 10 years’ experience as engineering project manager in a multidiscipline Engineering / EPCM / EPC company in one of the above mentioned sectors

Minimum 10 - 20 years’ experience in the engineering contracting or consultancy industry.

Sound multidiscipline engineering knowledge

Experience setting up an Engineering project schedule and project reporting system

Experience developing and implementing an engineering project management plan / design management plan

Sound practical knowledge of and experience with various phases of engineering and construction projects – concept, FEED, detailed design, procurement, construction, commissioning

Experience and good understanding of working with the common standard forms of contract (NEC3 and 4, FIDIC, etc.)

Demonstrable understanding of cross discipline and department interactions in an engineering contracting or consultancy company

Working knowledge and good understanding of project controls, including schedule, cost, risk and change management

Experience communicating to audiences at all levels, including Board Members. Excellent communication skills and the ability of demonstrate how communication differs depending on the audience

Result oriented. You are only satisfied if your team have completed projects profitably, all invoices are paid, your team deliver top quality and clients are very satisfied with Bilfinger’s performance

Preferred:

Experience of projects delivering engineering and control system upgrades within the UK critical infrastructure sectors

Previous Line Management experience

Qualification from APM (Association for Project Management)

Chartered or Incorporated Engineer
