POSITION – Estimator, starting immediately.

LOCATION - Reporting to the Resident Engineer, at the Newark Liberty International Airport or Teterboro Airport the work will be performed: remote and as-needed basis.

SCOPE - Senior level cost estimators will develop construction estimates on large transportation projects including airports, tunnels and bridges, bus terminals, roadways, rail stations, ports, and buildings. The Consultant shall utilize generally accepted cost engineering practices defined by The American Society of Professional Estimators (ASPE). The cost estimates shall include a design basis review for material take off or bill of quantities, prepared at the direct cost level, and show separate costs for labor, material, and equipment. The quantities shall be determined from calculations utilizing dimensions shown on the conceptual and final design drawings which include design criteria, assumptions, and requirements, and construction schedules. The cost estimator shall use the Authority’s current version of the Master Estimate Summary template, in Excel, to prepare estimates and should include the prime Contractors and subcontractors Overhead & Profit. The Consultant’s staff shall coordinate with the Authority’s designated manager on a daily basis and will be responsible for developing engineering estimates in all stages of assigned Authority projects, including planning, conceptual design, final design, and construction support.

REQUIREMENTS – Consultant staff shall represent CMD on cost estimates working closely with supervisors, design disciplines, contractors, and consultant firms, as well as other divisions within Engineering and other Departments within the Authority.

• Proposed staff must have the ability to pass a Secure Worker Access Consortium (SWAC) and/or Security Identification Display Area (SIDA) background screening at a High Level.

• Proposed staff must have a valid driver’s license.

• Proposed estimator must possess a Bachelor’s degree in Engineering, Architecture, Construction Management or related technical field from an accredited college or university.

• Proposed estimator must demonstrate a minimum of ten (10) years’ estimating experience with design-bid-build, design-build, or fast-track projects, as well as wide variety of construction trades, for airports, tunnels, bridges, or roadway.

• Proposed estimator must demonstrate experience developing cost estimates for all design and construction stages.

• Proposed estimator must demonstrate the ability to communicate and interact effectively with cost estimators, design and field engineers/architects, project managers, contract engineers, schedulers, and contractors.

• Strongly preferred that proposed estimator be ASPE Certified Professional Estimator (or equivalent certification from the AACE or RICS).
