C5ISR Center ESI/CECOM is seeking an experienced program analyst with familiarity in configuration Management, product data management (PDM) systems, and maintenance of user accounts.

The candidate will closely work with engineering leadership and teams on a multi-system enterprise environment focus to initiating Army's digital engineering environment.

The candidate will be required to maintain all aspects of user accounts for the PDM environment to include creation, coordination, assignment, monitoring, and auditing of user accounts and training.

The candidate will be highly organized and able to serve as the focal point for user accounts and training for the PLDM environment.

The candidate will be proficient professional, oral, and written communication skills and be proficient in developing briefing documentation for workforce and/or leadership.

Proactive approach needed for evolving priorities.

Candidates will be required to assist with the improvement of standard operating procedures and processes associated with the PDM System.

Candidates should have experience with a product data management system.

Other task include supporting associated efforts with C5ISR's PDM efforts to include understanding of DOD RMF, IT purchase process, maintenance of users/SharePoint folder structure design/deployment (not a SharePoint developer). Lead the creation, coordination, assignment, monitoring, and auditing of user accounts and training for the Product Lifecycle Data Management (PLDM) system, Windchill and PTC University.

Must be able to track and maintain enterprise user account and training status in master data files.

Audit user accounts and actions within Windchill and generate a report of results.

Perform Windchill help desk functions – solving basic issues with user account maintenance and permissions issues, simple data quality issues and helping users work through daily tasks.

Escalate issues to the proper Subject Matter Expert (SME) when required.

Ability to track customer requirements and associated costs related to Windchill users license definition.

Facilitate the processing of Military Interdepartmental Purchase Request (MIPRs) and other agreements between federal program agencies such as FS Form 7600.

Liaison for System Administrator requirements for the branch.

Ie.

Understanding of DOD's Risk Management Framework process, able to open tickets and track associated with branch as directed.

Coordination of Software purchase for the branch using DOD guidelines for installation in association with Risk Management Frame Work.

Support to Microsoft SharePoint administration/maintenance of program design structure folder/layout and user maintenance and implementation of branch requirements.

Must have experience with management of SharePoint in an enterprise environment.

Other areas required for support: Deliver strong analytical skills, commitment for accuracy, ability to work with others within a team environment and maintain amicable relations with internal customers.

Candidate must exemplify proficient time management skills and able to work concurrent task requirements.

Capable of communicating/briefing end-user or groups on account requirements to customers as well as responding to user questions.

Maintain comprehensive user list.

Must be able to perform quality assurance checks on submitted user request to ensure accuracy and completeness of data.

Must be able to regularly communicate status (via email, chat, or meeting) with team lead and supervisor.

Assist with creating Guidebooks based on work done; Identify Process/Guideline improvements – update into a standard operation procedure Audit user accounts and actions within PTC Windchill and generate a report of results.

Must be able to produce PDM metrics and reports based on business needs.

Capable of providing customer with verbal guidance/troubleshooting on established guidelines.

Manages workflow to meet project deadlines/assignments to support day-to-day efforts for multiple programs.

Capable in understanding established procedures and best practices and executes to meet program objectives.

Provides feedback for process improvement.

Develop recommendations for process improvement opportunities.

Must have experience and be fluent in creating guidelines, procedures, and briefing products using Microsoft Office, Microsoft Teams and Adobe.
