PORTS, WATERFRONT, TRANSPORTATION - PLANNING

The Ports, Waterfront, and Transportation - Planning Department is within NYCEDC’s Planning Division and, together with the Land Use and Neighborhood Strategies Departments, works to promote inclusive, sustainable growth in the city’s neighborhoods and waterfronts. The Planning Division advances major projects that engage communities in planning for their future; help build vibrant, inclusive neighborhoods; advance strategic infrastructure investments; leverage the City’s public assets; strengthen multimodal transportation systems; and promote public access, economic opportunity, and climate resilience.

The Ports, Waterfront, and Transportation - Planning Department delivers innovative infrastructure plans, policies, and partnerships that leverage City assets to enable sustainable, integrated transportation systems and waterfront developments for business vitality, neighborhood growth, and renewable energy in New York City. We partner with the private sector, utilities, State and Federal agencies and regulators, and City agencies to plan and implement infrastructure that are essential for New York City and State to achieve ambitious clean energy, emission-reduction, and wetland restoration goals while advancing equitable economic development.

POSITION OVERVIEW:

The Senior Vice President (SVP) of the Ports, Waterfront, and Transportation - Planning Department is responsible for leading a department that works in cross-functional teams to develop and implement strategies for NYCEDC to spur innovation in the logistics and transportation industry, advance decarbonization of the transportation and energy sectors, enhance pedestrian and bike connectivity in place-based development, and streamline waterfront project delivery.

The SVP will supervise a portfolio of projects that include and are not limited to: creating sustainable transportation solutions (e.g. the activation of waterfront landings managed by NYCEDC for second to last-mile deliveries, in partnership with NYC DOT); the decarbonization of maritime facilities managed by NYCEDC, including heliports, cruise, and marine terminals; the development of EV charging infrastructure; improving transit access to employment centers, in partnership with the MTA (e.g. IBX and North Shore BRT); expanding greenways in underserved neighborhoods; planning and developing renewable energy infrastructure (e.g off-shore wind (OSW) staging and maintenance facilities, and interconnection infrastructure); and administering and expanding NYC’s first wetland mitigation bank.

The SVP will be responsible for increasing the department’s capacity to lead cross-functional teams and collaborate with other departments including Asset Management, Real Estate Transaction Services, and Initiatives in the implementation of transportation and OSW projects, in addition to providing thought partnership and planning solutions to NYCEDC and City policymakers. The ideal candidate has freight and logistics industry experience and an understanding of OSW and renewable energy infrastructure development in NYC. The candidate should have a demonstrated track record of leading teams to advance plans and projects that deliver results.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Provide strategic direction and management to project leads and cross-functional teams facilitating transportation and renewable energy policy, planning, and infrastructure projects

Oversee the administration and operations of the department

Articulate visions for and evaluate the feasibility of projects based on sound planning principles, strategic priorities, and market realities

Experience translating plans into funded projects and delivering results through project implementation and public-private partnerships

Work closely with the President’s Office and City Administration to ensure clear communications, establish priorities, and develop and execute strategies

Collaborate with leadership from other divisions and departments to establish clear roles and responsibilities on interdisciplinary projects, problem solve, and achieve alignment between groups

Demonstrate the ability to lead and motivate teams to set and meet goals, expectations, and deadlines with limited oversight

Exhibit leadership abilities, including interpersonal communication and public speaking skills, and a strong sense of personal accountability to ensure project completion

Build and cultivate relationships with governmental and quasi-governmental agencies, logistics, freight operators, and OSW industry stakeholders, consultants, and civic and community stakeholders

Present projects to executive staff, boards, community members, and City Administration officials

Other duties as assigned

QUALIFICATIONS:

Bachelor’s Degree in urban planning, supply chain logistics, public policy or related field (Master’s Degree preferred)

Minimum 10 years of experience in transportation and logistics planning, and urban planning, including significant personnel management experience

Experience working in the public sector, and a strong preference for private sector experience

Demonstrated ability to both work independently and lead cross-functional teams

Strong project management and interpersonal skills

Strong written and oral communication skills, including public speaking

Ability to prioritize competing needs and opportunities

Understanding of the intersection of transportation planning and economic development

Strong understanding and interest in freight transportation planning and policy, OSW infrastructure, MWBE, and workforce development; economic development and waterfront permitting issues, with an emphasis on transportation and renewable energy infrastructure development in NYC

New York City residency (required within 180 days of hire)

Salary Range

$155,000—$170,000 USD
