Overview:

Credence Management Solutions, LLC (Credence) is seeking an Intelligence Program Support to support our Air Combat Command (ACC) Intelligence Directorate (A2) program out of Langley AFB, VA. This position will be supporting the A22 - Tradecraft- Functional Requirements.

The Intelligence Program Support shall provide advisory and consultation on National, Joint/DoD, and AF collection programs, policies, systems, and tasks within Open-Source Intelligence (OSINT)/Publicly Available Information (PAI), GEOINT, Measurement and Signature Intelligence (MASINT), CYBER, Signals Intelligence (SIGINT), and Human Intelligence (HUMINT) disciplines. The primary function of this subtask is to support ACC A2, COMACC, and staff with collection subject matter expertise across a variety of intelligence discipline- specific working groups and forums and support program management of multiple intelligence discipline activities. The Contractor shall use knowledge of and experience with AF intelligence programs and national, airborne, and commercial sensors to assist staff to formulate and articulate AF-level positions to OT&E the AF intelligence capabilities and positions at AF echelons. The Contractor shall: use experience with analysis data standardization/data literacy and unit-level intelligence SME to support multiple A22A cross-org efforts (e.g., Disposition of Forces, Object Based Production); use expert knowledge of AOC/DCGS to engage in multiple A22A cross-organizational efforts; use knowledge and experience across AF Analysis Enterprise tools/applications required to support Sensor-to- Shooter efforts; use expansive background in Intelligence analysis tradecraft processes, tools and training and professional connections with AF analysts at all organization levels to provide direct support to the warfighter.

Responsibilities include, but are not limited to the duties listed below:

Specific support tasks are as follows:

Shall assist in developing and providing intelligence discipline-specific documents and briefings related to current and future intelligence tasks, FA(phone number removed)F0042 PWS 29 intelligence gaps, and solutions.

Provide Subject Matter Experts (SME) and recommend best practices on intelligence discipline-specific topics at technical, policy, and training working groups, interchange meetings, and other technical reviews as scheduled to collaborate with unified CCMDs, USAF MAJCOMs, Government labs, academia, and industry.

Support to CWGs, specifically focusing on GEOINT, SIGINT, OSINT, Overhead Persistent Infrared (OPIR), HUMINT, MASINT, and other disciplines as necessary to publish Plan of Action and Milestone (POA&M) tasks and other tasks.

Shall document intelligence discipline-specific operational lessons learned, TTP, Concepts of Operation (CONOPS), and ISR management policies and procedures.

Provide program management support for all disciplines to include identifying training needs, capabilities, policy, and tasks management. The Contractor shall draft, review, edit, and staff intelligence policy and guidance documents related to ACC-assigned functional areas.

Assist in documenting collection management TTPs and evaluating collection management tools and applications.

Review, assess, and provide critical analysis of Joint, Service, and IC doctrine focusing on USAF intelligence interests.

Lead and secretariat for Air Force OSINT capabilities and resources subcommittee.

Manage the following Air Force OSINT capabilities requirements: Identify existing and future AF OSINT/PAI requirements and field for agile solutions, AF OSINT/PAI Requirements data call, develop enterprise licensing language/Machine Translation, requirement gap analysis, develop OSINT TACREP/OSIR Format and requirement, develop procurement guide for capabilities, tools that identify and validate sources (Dis info/Mis info), identify System Requirements to functionally run tool kits (Hardware/software/Bandwidth), Air Force OSINT Requirements Data Call, Explore cross domain solutions, establish communication system via collaboration Site Chatsurfer/HUB website/etc., Government owned network.

Shall follow Air Force OSINT training requirements: AF OSINT/PAI Training/MTTL Data Call, Update to OSINT/PAI 14N/1NX Training, Draft requirement for fundamental training, analyze need for intermediate training, Build proposal-IFTU course structure, management, resourcing, annual curriculum review-data call, review implementation of training within the schoolhouse “Course Review”.

Be responsible for: AF OSINT Policy Memo, establishing OSINT collection planning process, creating Air Force OSINT Security Classification Guide, establishing Air Force OSINT United States Person Information collection guidance, establishing Air Force Managed Attribution standards policy, establishing OSINT guidance/policy memo for local use, updating OSINT Working Charter, establishing OSINT/PAI training and internship initiative sponsored at FT Bragg, establishing auditing guidance for existing tools, standardizing OSINT sharing across the DoD, and developing policy on utilizing out of access linguist, utilizing Air Force or Army Reserve Units.

Responsible for the following Air Force OSINT tradecraft requirements: tradecraft review and dissemination process, capture and codify employment of TTP’s for PAI, standardize verbiage/language for OSINT, TTPs (Tradecraft/Button ology) defined, SOP/JQS, standardization of OSINT integration across support function, build proposal: OSINT SEI (Experience/Training), Working Group/Tradecraft Events (Exercise with a problem set)

Coordinate virtually or in-person with sites to collect/validate analysis requirements in support of merging AOC, DCGS and Targeting missions.

Capture and validate requirements in EPMS, draft BBPs and briefings as requested by A2 leadership, participate in working groups, and submit after-action reports/meeting minutes (Avg 1-2 docs per week).

Provide day-to-day focus on StS KCA PO&M and integration of activities required for execution.

Produce StS KCA guiding documents, requirements, training, and integration of fielded capabilities to deliver integrated effects: e.g., narrative, concept of operations (CONOPs), DoD Architecture framework (e.g., OV-1), POA&M, spend plans, risk analysis, MYPEP (w/WST).

Work closely with technical SMEs across project to translate analytic requirements and priorities, as well as serve as principal budgetary advisor to leadership and top management personnel in maintaining balance (and re-balance), efficiency, and economy of operations to accomplish programmed objectives for StS KCA funding initiatives and activities.

Provide technical guidance, advisory support, and assistance on projects and/or major phases on StS KCA contract activities and to functional users. Additionally, they will represent the organization on assigned programs/projects at various organizations including DoD, COCOM, AF, MAJCOM, host base and subordinate units/sites.

Education, Requirements and Qualifications:

Active Top Secret security clearance with Sensitive Compartmented Information (TS/SCI) required.

Minimum of 3 to 10 years’ experience and a BA/BS degree or MA/MS degree required

Excellent written and verbal communication skills

Working Conditions and Physical Requirements:

Job may require the employee to be:

In a stationary position 50% of the time.

Able to ascend/descend stairs as required.

Able to move equipment not to exceed 25 lbs as needed.

Availability to travel CONUS/OCONUS if required.
