General Statement of Job Under limited supervision, performs supervisory work in coordinating inspections of land disturbance areas in order to ensure compliance with applicable Erosion and Sediment Control and Stormwater Management codes, ordinances, and regulations and to ensure the health, safety, and welfare of the public.

Work involves supervising all environmental inspection activities, assigning inspection workload among inspectors, monitoring results of inspections and reasons for failures, and maintaining records of inspection activities.

Employee is also responsible for interpreting and enforcing environmental codes, providing technical assistance and expertise to staff and contractors/property owners, and working to resolve conflicts/disputes.

Special Duties & Responsibilities * Supervises, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; schedules and coordinates training activities.

* Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors the status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.

* Coordinates and administers the 3rd party inspection program in conjunction with the administrative staff.

* Interprets and enforces the provisions of County Erosion and Sediment Control and Stormwater Management, and other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies, and procedures; researches code-related as needed; initiates any actions necessary to correct deviations or violations.

* Ensures staff compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure the safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.

* Supervises, plans, and coordinates inspection activities; coordinates scheduling of inspections and distribution of workload among inspectors; monitors inspection process to ensure consistency; develops SOPs; assists inspectors with more complex or difficult cases; reviews inspection reports prepared by inspectors to identify problem areas and verify proper code enforcement; reviews engineering designs to ensure correct implementation.

* Conducts inspections and prepares and maintains accurate records of inspection activities; completes inspection checklists during inspections; enters inspection results into computer; researches permits and inspection data in a computer.

* Coordinates inspection activities with other departments, other inspectors, plan reviewers, property owners, contractors, utility companies, or other individuals.

* Provides information and technical assistance concerning inspections, problem areas, code interpretation, code requirements, code compliance, and related issues; meets with plan reviewers, engineers, builders, developers, contractors, property owners, and other individuals; recommends solutions to problems; responds to questions or complaints concerning code violations; provides information and technical expertise to other county staff.

* Works to resolve problems and conflicts; mediates conflicts, disputes, and misunderstandings between contractors, property owners, inspectors, or other individuals.

* Conducts investigations of complaints relating to potential code violations; researches complaints and gathers evidence of violations; prepares letters of non-compliance; appears in court and provides testimony as needed; maintains records of complaints.

* Prepares or completes various forms, reports, correspondence, non-compliance letters, inspection reports, vehicle maintenance records, performance appraisals, attendance records, or other documents.

* Monitors inventory of division vehicles, equipment, and supplies; ensures availability of adequate materials to conduct work activities; initiates requests for new/replacement materials; coordinates maintenance of division vehicles.

* Communicates with supervisor, employees, other departments, county officials, inspectors, plan reviewers, property owners, contractors, contractors, engineers, consultants, utility companies, manufacturers, local/state/federal agencies, the public, outside agencies, and other individuals as needed to coordinate work activities, review the status of work, exchange information, resolve problems, or give/receive advice/direction.

* Conducts pre-construction meetings; reviews inspection logs of County inspectors and 3rd party inspection staff; performs final inspections and post-construction reviews of as-built plans; recommends reductions or releases of land development securities (bonds). * Maintains a comprehensive, current knowledge of applicable codes, regulations, and standards; reviews new codes and changes to existing codes; maintains an awareness of new methods, materials, trends, and advances in the profession; reads professional literature; maintains professional affiliations; attends seminars, workshops, and training sessions as appropriate.

* Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, filing documentation, or processing incoming/outgoing mail.

* Provides assistance to other employees or departments as needed.

* Assists with review of site as-built drawings and CCTV stormwater inspection videos.

* Assists with budget preparation.

* Performs other related duties as required.

Minimum Training & Experience Bachelor's Degree in Environmental Science, Engineering, or related field with at least five (5) years of progressively responsible experience required including one (1) year of supervisory experience preferred -or- any combination of education, experience, and/or training sufficient to demonstrate the knowledge, skills and abilities.

Must possess and maintain a valid Commonwealth of Virginia driver's license.

Possess Virginia Erosion and Sediment Control Combined Administrator Certification and Virginia Stormwater Management Combined Administrator Certification (a "Dual Combined Administrator") -or- the ability to obtain within one (1) year.

Special Requirements * Knowledge of the policies, procedures, and activities of the County and departmental practices as they pertain to the performance of duties relating to the position of Inspection Supervisor.

* Knowledge of the principles, practices, procedures, and methods associated with erosion and sediment control, stormwater, and the Chesapeake Bay Act.

* Knowledge of the terminology, principles, and methods utilized within the department.

* Knowledge in reviewing site as-built drawings and CCTV stormwater inspection videos.

* Ability to perform site inspections on active construction sites.

* Ability to comprehend, interpret, enforce, and apply regulations, procedures, and related information.

* Ability to keep abreast of any changes in policy, methods, computer operations, equipment needs, policies, etc., as they pertain to departmental operations and activities.

* Ability to effectively supervise, motivate, and lead a staff of assigned employees, and ability to plan, organize, schedule, and prioritize work activities of assigned staff.

* Ability to effectively communicate and interact with subordinates, supervisors, members of the general public, and all other groups involved in the activities of the department.

* Ability to ascertain facts by personal contact, observation, and examination of records, and to enforce rules/regulations firmly, tactfully, and impartially.

* Ability to read, understand, and interpret site plans, construction drawings, soil surveys, engineering reports, and related materials.

* Ability to assemble information and make written reports and documents in a concise, clear, and effective manner.

* Ability to use independent judgment and work with little direct supervision as situations warrant.

* Ability to exhibit mathematical ability to handle required calculations.

* Ability to demonstrate knowledge and proficiency with computers and software programs typically utilized by the position.

PHYSICAL REQUIREMENTS Must be physically able to operate a variety of office machines, tools, and equipment, such as a computer, printer, copy machine, fax machine, calculator, engineer's scale, electrical receptacle tester, thermometer, pressure gauge, ground probe, electrical testing equipment, water pressure gauge, or telephone.

Must be physically able to operate a motor vehicle.

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight up to 10 pounds.

Tasks may involve extended periods of time at a keyboard or workstation.

Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of moderate weight up to 20 pounds.

Requires the ability to inspect items for proper length, width, and shape, visually with job-related equipment.

Requires the ability to coordinate hands and eyes in using job-related office equipment and operating motor vehicles.

Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities.

Must have minimal levels of eye/hand/foot coordination.

May require the ability to differentiate colors and shades of color.

Requires the ability to talk and/or hear (talking - expressing or exchanging ideas by means of spoken words; hearing - perceiving the nature of sounds by ear).
