Dexis is seeking a Senior-Level Military Subject Matter Expert (SME) to support technical deliverables as part of a potential evaluation with the Department of State within Dexis' Monitoring, Evaluation, and Learning (MEL) portfolio. The ideal candidate will possess a deep understanding of military operations, tactics, and strategies, with a focus on foreign military forces and military training institutions. This role requires a blend of technical expertise, strategic thinking, and effective communication skills to provide methodological advisory support, conduct literature reviews, draft reports, and collect, manage, and analyze data as needed related to climate change and U.S. security assistance. The Senior SME will work with other SMEs, analysts and a project Team Lead to complete project deliverables.

This position is based in the Washington, D.C. metro area and may require periodic international travel. It is contingent upon project award. Responsibilities

Provides authoritative technical advice and input regarding U.S. and non-U.S. military forces, missions, and responsibilities.

Serves as lead spokesperson on technical military issues.

Conducts qualitative research, literature reviews, and other desktop studies, particularly related to U.S. security assistance programs and capabilities.

Collaborates with the Study Director to develop and execute the work plan.

Advises and oversees the technical work of the mid-level and/or junior SMEs.

Provides quality control support.

Cleans, codes, and manages large volumes of qualitative and quantitative data.

Provides support for data visualization and analysis.

Drafts reports, findings from evaluations, presentations and briefs, and other products.

Provides additional support, including copy editing, preparing deliverables, and other

tasks as needed.

Engages partners, clients, and relevant stakeholders regarding research planning and execution as needed and under guidance of Team Lead.

Communicates results to partners, clients, and other relevant stakeholders through check-in meetings, and other debriefs as needed. Qualifications

Graduate degree in related field, plus ten (10) years of relevant experience.

Active SECRET clearance.

Minimum of five (5) years of experience in designing or conducting research and analytic programs in support of policy decision-making.

Deep understanding of military-related roles, especially those related to U.S. military grant assistance, military training institutions, and related military activities.

Knowledge of climate-related impacts on military missions, military forces, and other aspects of the U.S. security and defense industrial base.

Experience working on U.S. security assistance and security cooperation in support of foreign partners.

Understanding of foreign military roles and responsibilities in relation to U.S. security assistance.

Experience with the U.S. Government defense and commercial industries, which may include but not limited to various funding authorities, programmatic activities (i.e., train & equip, professional military education, civ-mil relations, etc.), and commercial entities and their products.

Experience conveying research and analysis for senior U.S. Government leadership.

Knowledge of training and education concepts.

Strong analytical capabilities including conducting literature reviews and incorporating qualitative and quantitative data into evaluation/research findings.

Familiarity with data visualization and ability to read and explain standard data visuals.

Familiarity with data analysis software.

Proficiency with Microsoft Office Suite.

Strong written and verbal communication skills. Preferred Qualifications

Doctoral degree in the social sciences.

Professional knowledge of Foreign Military Financing (FMF) and/or the Foreign Military Sales (FMS) system.

Experience analyzing climate security and climate mitigation policies.

Strong interpersonal skills and experience conducting surveys, key informant interviews (KIIs), as well as individual/group interviews.

Experience with the U.S. Department of State.
