We are seeking an experienced and reliable Cost Estimator, to oversee, manage, and develop capital cost estimates for large-scale complex, transit designs, and construction projects.

Job Description

The Cost Estimator will validate Engineer’s Estimates of construction packages prior to going to Procurement for advertisement.

In addition to overseeing, managing, and developing, capital cost estimates, for large-scale and complex transit design and construction projects.

Job Duties and Responsibilities

Develop bottom-up cost estimates of labor, equipment, material, general conditions, and markup

Calculate the total project cost by analyzing the bids that the subcontractors’ cost estimators prepared.

Identify and quantify cost factors, such as production time, materials, and labor expenses

Plan project budgets and develop construction cost estimates using Excel and/or other cost estimating software

Review and validate Engineer’s Estimates for construction projects.

Perform estimate take-off and estimate construction change orders

Consult with industry experts to discuss estimates and resolve issues

Skills & Requirements

A minimum of a bachelor’s degree in engineering, project management, construction management, business

A minimum of five (5) years of experience with developing cost estimates, evaluating price proposals, and contract negotiation within a professional services field or similar industry

Preferred, but not required, Certified Professional Estimator (CPE) by the American Society of Professional Estimators (ASPE), Certified Estimating Professional (CEP) by the American Association of Cost Engineering (AACE), or Certified Cost Professional (CCP) by the American Association of Cost Engineering (AACE)

Previous work experience with construction estimating

Heavy civil construction estimating experience

Demonstrate the ability to independently organize and carry out assignments with minimum direction as well as the ability to function effectively as a leader of highly professional personnel

Knowledge of working in a government environment, especially Railcar/Transit.

Excellent oral and written communication skills

Able to work well with others including, contractors, agency personnel, and the public
