This position is an Essential classification and will be required to report to duty before, during, and immediately after a civil emergency.

Advanced manual and semi-skilled work in the maintenance, construction, and repair of utility mains and systems.

Facilitates the development of public trust and confidence in the City and its Utility.

The following duties are illustrative for this position.

* Keeps the mission, vision and values of the City of Port St.

Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintaining high levels of work and productivity by generating innovative solutions to work situations.

* Pull, test, repair, reinstall and maintain water meters and backflow prevention assemblies in accordance with American Water Works Association (AWWA) and Training, Research and Education for Environmental Occupations (TREEO) standards and procedures.

* Retrofit existing backflow prevention assemblies to meet Utility standards for specific hazard application.

* Varied maintenance and construction activities to the Utility water distribution systems, including the maintenance and exercising of valves.

* Read and interpret blueprints pertaining to the distribution system.

* Perform analytical field tests for chlorine, iron, and turbidity for the purpose of maintaining acceptable water quality within the water distribution piping system as required.

* Basic record keeping.

* Other duties as may be assigned.

This position requires scheduled/unscheduled overtime, including evenings, weekends, and holidays and/or immediate response to emergency conditions.

Knowledge, Skill and/or Ability Required: * Basic knowledge of the use of materials and equipment used to perform water meter and backflow assembly tests and repairs.

* Ability to manipulate common tools related to the repair and replacement of water meters and backflow assemblies.

* Ability to safely operate fire hydrants and valves as required.

* Ability to read blueprints associated with water distribution and plumbing.

* Ability to understand and follow oral and written instructions.

* Ability to certify and complete field test forms.

* Ability to establish and maintain effective working relationships with employees and the public.

* Ability to focus on the positive in every situation.

* Ability to stay centered when challenged.

* Ability to model respect for individuals, teams, and the organization.

* Ability to establish and maintain the trust and confidence of the department and public.

* Ability to communicate effectively in writing and orally.

Education and/or Experience: Graduation from an accredited high school or possession of an acceptable equivalency diploma required.

Minimum one (1) year experience in the installation, testing and repair of water meters and backflow prevention assemblies required.

Possession of a valid Florida Driver's license and maintenance of clean driving record required.

Certificates, Licenses, Registrations: * Backflow Tester Certification from an accredited Training School or Organization (such as (TREEO) or Florida Water and Pollution Control Operators Association (FWPCOA) is required to be obtained within one (1) year from date of hire.

While performing the duties of this job, the employee is regularly required to sit, talk, hear, and use hands to finger, handle, or feel.

The employee is frequently required to walk and reach with hands and arms.

The employee is occasionally required to work in close, confined spaces, walk, stand, stoop, kneel, crouch, or crawl, work overhead on ladders and platforms.

The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision and ability to adjust focus.
