Description:

* Provides in and out of court support for Superior & State Civil and Criminal proceedings for the three highest-level courts of Muscogee County * Coordinates case intake activities; oversees the processing of all superior court criminal court cases, including the filing of court documents, issuance of required documents, and accurate recording of all relevant case information and history; reviews, evaluates, and accepts or rejects submission of court cases and documents based upon legal sufficiency of documents presented; ensures all required preliminary steps have been taken prior to accepting submission; monitors processing of cases to ensure timeliness and compliance with relevant laws; prepares case files for court proceedings.

* Coordinates all court case-related activities with judges, private attorneys, prosecutors, public defenders, state and local law enforcement agencies, local and state probation, state pardons and paroles, administrative office of the courts, Georgia Superior Court Clerks Authority, Georgia Court of Appeals, Supreme Court of Georgia, Department of Motor Vehicles, Department of Corrections, GCIC, lower courts of Muscogee County, general public and other court patrons, and all other appropriate agencies and individuals.

* Attends Superior & State Civil and Criminal hearings, arraignments, probation revocations, civil and criminal verdicts, coordinates courtroom activities with the judge, attorneys, and other participants.

Strikes civil and criminal juries; records all jury, civil and criminal verdicts, motions, orders, and all other directives of the presiding judge.

* Receives, reviews, and corrects, when necessary, all lower court warrants and documents for proceeding into Superior & State Courts.

* Researches and responds to all written and verbal inquiries from and assists judges, attorneys, law enforcement, defendants, prosecutors, public defenders, state and local agencies, chic, and other court patrons about court policies, procedures, case status, scheduling of court proceedings, resolving complaints and addressing issues, fines, and costs due, retrieval and interpreting computerized case history information.

* Reviews legal documents and court files to determine readiness for hearings, trial, judgments, and other dispositions, checks for timeliness, fulfillment of all notice requirements, completeness of required documentation, compliance with state law, rules, regulations, and procedures.

* Prepares court orders for the review and signature of the presiding judge.

* Reviews all criminal sentences for legality and enforceability prior to processing of sentences; notifies and consults with the judge on any sentence appearing in conflict with legal enforceability; reviews and verifies background information of persons awaiting sentencing; reviews and verifies file to determine all reports, orders, jury verdicts, criminal histories, driving information, and other pertinent information needed by state sentence review agency is included for sentence evaluation.

* Prepares all sentence review packages and submits them to reviewing agency within strict time deadlines.

* Coordinates with judges, attorneys, and other court personnel with the preparation of court trial calendars, dockets, arraignments, notices, subpoenas; prepares all notices, mails and sends electronic notification to all parties; monitors time deadlines and proper notification of all parties; schedules, prepares and communicates notice to all parties.

* Operates a computerized case tracking system to enter, update, correct, and access court case information and to provide computer-generated forms and reports.

* Reviews, scans, and enters into court case management all case information necessary for retrieval of court document images.

* Receives, receipts, records, verifies, and submits to accounting bonds, fines, fees, costs, and other monies received by the court; enters information into a computerized cash register and ensures that proper case file is credited with payments; suspends fines and costs upon determining proper proof; balances register at end of the day; maintains bond account records; maintains a chain of custody of all monies entering the courts.

* Distributes and recalls search and arrest warrants as authorized.

* Prepares and distributes jail commitments and other legal documents for the imprisonment of sentenced individuals.

* Reviews letters from prisoners requesting action or documentation from courts; analyzes based upon laws, policies, and procedures of state of Georgia to determine what requests require action by Clerk of Court; forward all other requests to the presiding judge.

* Prepares all necessary documentation and is responsible for coordinating all measures necessary to conduct criminal trials moved to other jurisdictions; travels and attends out-of-town trials moved to other jurisdictions.

* Serves in an on-call status to attend court on nights, weekends, holidays, and out-of-town as court deputies.

* Provides official certification of court records.

* Sends notices and suspends driver's licenses as authorized.

* Monitors bonds, forfeit bonds after proper notification is given to defendant or bonding agent; processes bond transfers from lower courts; applies bonds to fines and costs as appropriate.

* Reviews all DUI cases for compliance with state law, including examining and determining accurate identification of all individuals whose photos are required for publication in the local newspaper.

* Closes files by reviewing all information for accuracy and completeness, including running a register of all actions, commitments, and other necessary documentation; enters disposition into the computer system, reviews information on paid fines, and ensures that the fine payment coincides with abstract of conviction.

* Maintains dead docket files.

Prepares, reviews, and submits Superior & State Court criminal appeals to the Georgia Supreme Court and Court of Appeals * Attends and processes death penalty cases in the largest death penalty circuit in Georgia, is responsible for all special mandatory requirements for the death penalty.

* Prepares and administers the oath of office for newly admitted attorneys.

* Possible cross-training with Customer Service and Superior Court Docket Clerks to assist when necessary.

* Performs other duties as assigned by the Clerk of Court.

* Knowledge of court and government computer applications.

* Knowledge of general legal terminology and required record-keeping procedures.

* Knowledge of modern office procedures.

Skill in operating numerous complex computer systems, copiers, printers, facsimile machines, high-speed and flatbed scanners.

* Skill in oral and written communication and coordination with the general public, other court personnel, management, public officials, judges, state agencies, attorneys, pro se litigants (representing themselves), family members, crime victims, juveniles, and others.

* Ability to understand, interpret and explain to others Georgia laws, rules, policies, and procedures necessary to perform duties as mandated in manual of the council of superior court clerks of Georgia- four volumes of laws, rules that embody over 10,000 pages.

* Ability to understand, use and train others in the use of and retrieval of information from the court case management system, the Clerk's internet website for the Muscogee County Courts, and Microsoft Office.

* Ability to Uniform Superior Court, Court of Appeals and Supreme Court rules, rules of the Administrative Office of the Courts, rules of GCIC and NCIC, rules and regulations of the Georgia Superior Court Clerks Authority, rules of the Department of Motor Vehicles, and others.

* Analytical abilities.

Knowledge and level of competency commonly associated with the completion of specialized training in the occupational field, in addition to basic skills typically associated with a high school education.

Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping.

The employee occasionally lifts light and heavy objects and climbs ladders.
