PAY RANGE $67,000 - $84,000.00 Annual Salary - Pay based on applicable experience and qualifications POSITION OVERVIEW This position reports to the Director of Compliance and Operations Support of MidPen Housing Management Corporation.

This position is primarily responsible for monitoring and maintaining all Section 8 contract for existing properties in MidPen's portfolio.

Additionally, this position will be responsible for processing rent increase requests, based on the regulatory program and related compliance requirements specific to each property.

The Section 8 Contract Analyst position will keep current with industry changes to the Section 8 Renewal Guide and other regulatory updates which may impact the work to be carried out.

This position will also be responsible for the Section 8 monthly subsidy voucher submissions, review of new management agreement issuance and renewals, and other duties as assigned.

ESSENTIAL DUTIES * Responsible for building and maintaining relationships with the local Housing Authority staff in all Counties where MidPen conducts business, in as well as with the Department of Housing and Urban Development (HUD) and/or PBCA staff.

Part of the relationship building includes participation in industry and partner meetings * Understand and implement the Department of Housing and Urban Development (HUD) and local public housing authority contract renewal/rent increase policies and guidelines * Responsible for the timely processing of Section 8 contract renewals, optimizing contract renewal and rent increase options in collaboration with the Asset Management and Compliance teams * Responsible for the completion, review, and submission of Section 8 monthly subsidy vouchers for all relevant properties * Collaborate with business partners in all aspects necessary to deliver accurate and timely results on contract management and rent increases * Act as a contact point of queries form regulatory agencies in relation to contract management and rent increase * Generate reports for review of Compliance Director as needed, to support business decisions * Coordinate relevant trainings on Section 8-related subjects * Manage Work with Asset Management staff on the issuance and renewal of Management Agreements, Management Certifications and Management Entity Profiles, including the tracking and reporting associated with this task * Demonstrate professionalism through a positive and cooperative attitude and by maintaining the confidential and proprietary nature of client/staff relationships and related work products * Contribute to the overall success of the Compliance & Property Management Division by developing a thorough understanding of MidPen Housing Managements methodologies, tools, policies and procedures to enhance information dissemination; keeping team members informed of work status; actively seeking assignments and proactively seeking opportunities to provide assistance as needed; and pro-actively working to find new approaches to improve the contract renewal and rent increase processes for subsidized units QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

Education and Experience * Bachelors degree in Social Sciences, Public Policy, Business Management, Real Estate or related field * Two (2) plus years of property management or financial analysis experience * Previous experience in the administration of affordable housing programs (including HUD Section 8) preferred Knowledge, Skills, and Abilities * Working knowledge of RealPage OneSite a plus * Strong analytical, problem solving and time management skills, as well as ability to prioritize and manage multiple projects under tight deadlines * Excellent written and verbal communication skills * Ability to work effectively with diverse groups and individuals * Computer literacy with MS Office Suite programs * Industry knowledge of regulatory requirements related to affordable housing such as HUD and other local governing authorities * Possession of a valid California Drivers License, a good driving record and automobile insurance per requirements of the State of California Physical Requirements * Constantly perform desk-based computer tasks, frequently sitting * Occasionally stand/walk, reach/work above shoulders, grasp lightly/fine manipulation, grasp forcefully, use a telephone, sort/file paperwork or parts, lift/carry/push/pull objects that weigh up to 15 pounds * Rarely twist/bend/stoop/squat, kneel/crawl This description reflects managements assignment of essential functions, it does not proscribe or restrict the tasks that may be assigned.
