JOB DETAILS: Medical Access Uganda Limited (MAUL) is a not-for-profit organization based in Kampala, Uganda specialized in the provision of health, supply chain management and technical assistance services for management of health commodities in Africa for the last 26 years.

MAUL is seeking a dynamic, credible and qualified individual that can think outside the box with a combination of Private Sector and donor funding experience to fill the following positions: Job Description Reports to: Executive Director Overall purpose of the Job • To provide technical leadership and guidance in implementation of strategies that improve performance of supply chain projects across the organization while ensuring quality, value for money, transparency, integrity and compliance with Policies and donor regulations.

Job Requirements Duties and responsibilities: • Provide strategic direction and technical leadership for the organization’s health supply chain operations in countries where we operate.

• Lead the Quality Assurance function in liaison with the responsible pharmacist.

• Provide Supply chain management expertise and lead projects using the most current principles for Supply Chain system design and implementation, technical assistance and advisory services for key projects and clients.

• Prepare Quality Assurance documentation for submission to government or third-party partners such as GHSC-QA, or client Contracting Officer's for Authorization, sample processing among others.

• Collaborate with other 3rd party partners to develop product specific sampling and testing plans and monitor the implementation of the above and all systems that lead to product safety and security • Maintain an efficient records management system that includes the Standard Bidding Document, supplier bids, evaluation reports, supplier awards & freight forwarder call-off orders, and contract management correspondences.

• Ensure the procurement process complies with the MA Policy and Procedure Manual and USAID or donor rules and regulations.

• Lead the process of prequalification of suppliers.

• Support the management of supplier contracts from issue through implementation to closure as well as the evaluation of supplier performance.

• Supervise the procurement M & E team and ensure procurement targets are achieved through tracking of KPIs.

• Oversee the preparation of weekly and monthly management reports.

• Conduct comprehensive Quality Assurance reviews of Procurement team documents before they are presented to Procurement Adjudication Committee.

• Train, mentor, and coach apprentices & procurement team in the Procurement related activities.

• Supervise staff to ensure adherence to and timely implementation of the procurement work plans.

• Contribute to project deliverables, including documentation of best practices in supply chain system strengthening activities.

• Maintain compliance with Organizational and client policies and procedures, ensuring that standard operating procedures and guidelines are implemented.

• Prepare monthly, quarterly, and annual technical reports as required.

• Perform other duties and responsibilities as required.

Qualifications and Key Competencies • 8 to 10 years’ relevant work experience in procurement with a reputable organization.

• Master’s degree in business administration, Supply Chain Management, Logistics and Inventory Management, Operations and Public Health or any other related field.

• A first-level university degree with a relevant combination of academic qualifications and Six (7) years of additional experience related to the position may be accepted in lieu of the master’s degree.

• Professional qualification in CIPS is an added advantage.

• Knowledge of the Public Procurement and Disposal of Public Assets, National Drug Authority, National Treatment, U.S.

Food and Drug Administration, World Health Organisation, USG and Global fund guidelines
