About TSSP Phase 3

The PNG–Australia Transport Sector Support Program (TSSP) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 15 years of operation and will continue to contribute to the achievement of the overarching goal of:

‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

About the Role

Reporting to the Aviation & Maritime Lead and operating under the overall guidance of the Transport Sector Director, the Aviation & Maritime Manager will collaborate with aviation and maritime stakeholders in Papua New Guinea, relevant Australian Government agencies, and other donors in PNG. The primary objective is to facilitate the achievement of TSSP3's intermediate outcomes.

The Aviation & Maritime Manager will play a key role in supporting the execution and completion of work plans for both sub-sectors, while also delivering regular strategic updates to the Transport Sector Director. Additionally, the Manager will be tasked with identifying opportunities to strengthen TSSP3's engagement with key stakeholders, ensuring the efficient delivery of program resources, offering analytical insights to enhance program effectiveness, and contributing to progress reporting against program objectives.

About you

To be successful for this role, you must possess the following including, but not limited to

Relevant tertiary and post graduate qualification applicable to transport, infrastructure, economics or international development

A minimum of 7 years’ relevant work experience in international development or equivalent work experience in the aviation or maritime sector with demonstrated engagement with development partners

Excellent understanding of the transport sector and aviation and maritime sub-sectors in Papua New Guinea

At least 5 years of management/leadership experience with the ability to lead and manage specialist teams and work productively with corporate services

Proven ability to foster and develop strong relationships with Government of PNG counterparts and manage complex stakeholder relationships

Excellent written and verbal communications skills, including the ability to convey complex information in a manner easily understood by non-experts

A good understanding of public sector systems, processes and reporting requirements is a significant advantage

Experience working in Papua New Guinea or the Pacific or similar developing country context

Knowledge and / or experience of applying GEDSI and safeguards
