PRIMARY DUTIES & RESPONSIBILITIES

Salary to be commensurate with experience

The hiring range for this position is $114,400.00 - $143,000.00/Annually

OVERVIEW OF POSITION / DEPARTMENT

The GIS/CMMS supervisor leads the Application Support team responsible for Water department’s Geographical Information System (GIS) and Computerized Maintenance Management System (CMMS). The Application Support team connects internal and external customers to high quality asset-centric spatial information through providing creative and reliable technical solutions and support. This position is responsible for leading a team of four to nine GIS and Business System Analyst (BSA) professionals. The Application Support team is responsible for the administration of the systems, writing reports and creating dashboards, leveraging enterprise systems to support new or enhanced workflows, and end user support.

The primary responsibilities of the position include leading and motivating staff, developing and implementing a vision for the use of Aurora Water enterprise systems, seeking out innovative solutions to meet current and future business objectives, managing and delegating workload, and leading higher priority or more complex GIS or CMMS initiatives. This position is a working supervisor with the responsibility of performing at the Senior GIS/CMMS Analyst level. The GIS/CMMS supervisor is also responsible for ensuring that the team members have the resources they require to be successful.

PRIMARY DUTIES & RESPONSIBILITIES

Develop and implement a GIS and CMMS Application strategic plan and vision. This includes meeting the core duties and functions of the team, prioritizing request from users, and providing a vision and plan for future GIS and CMMS endeavors

Partner with teams across the utility including Operations, Asset Management, Engineering Services, Conservation, and Water Resources teams to enhance business practices with GIS and CMMS solutions and analytics

Responsible for leading, supervising, and evaluating the work of Aurora Water GIS and CMMS staff, including mentorship, setting clear expectations, providing constructive feedback through regular one on one meetings and performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures

Manage service desk tickets to adhere to establish KPIs

Scope, coordinate, implement, and support technology projects with internal staff and third party vendors

Identify areas for efficiencies including automation and integrations, where appropriate

Develop Aurora Water GIS and CMMS procedures and technical standards and training, in cooperation and coordination with City-wide GIS and Water Business Systems Technology teams

Serve as the department's point of contact on GIS/CMMS application matters and liaison with City-wide GIS team, City-wide CMMS team, and Water IT team

Be responsive, courteous, and customer service oriented

Keep current on the latest GIS, CMMS, analytics, and asset management trends and make recommendations for implementation in Aurora

Performs other duties as assigned

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:

Bachelor's Degree in GIS, Cartography, Asset Management, drafting or related field

Experience:

Five (5) years of GIS operating experience

Two (2) years of Asset Management/CMMS/EAM experience

Preferred Qualifications:

Two (2) years of supervisory experience

Two (2) years of project management experience

Three (3) years of utility experience, water preferred

GISP certification

Knowledge:

Proficient knowledge of ESRI GIS software suite including web and mobile applications, cartographic design, and data architecture

Proficient knowledge of CMMS/EAM software

Knowledge of asset management, permitting systems, building information modeling (BIM), and business intelligence/reporting processes

Skills:

Strong interpersonal, analytical, project management, and leadership skills

Abilities:

Perform geospatial modeling, analysis, and data manipulation

Coordinate, prioritize, and assign tasks

Specify and enforce project deliverables and keep stakeholders apprised of the deliverable schedule

Establish and maintain effective working relationships with employees, users, consultants, individuals from other agencies, and citizens

Communicate effectively both verbally and in writing

Creatively solve problems, negotiate, and handle stressful situations in a positive manner

Analyze and compile technical information and reports

Licenses and Certifications Required:

Colorado driver's license with a good driving history.

GISP certification or ability to obtain in 1 year

City of Aurora Certified Supervisor or ability to obtain in 6 months

Essential Personnel:

When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.

Physical Demands:

Sedentary physical work requiring the ability to lift a maximum of 10 pounds

Occasional lifting, carrying, walking, and standing

Vision sufficient to read computer screens, printouts, and related documents

Dexterity to operate a computer system and other related equipment

Speech communication and hearing to maintain communication with employees and citizens

Endurance sufficient to sit and work at a computer for long periods of time

Work Environment:

Works in a clean, comfortable environment

The work environment will occasionally include field visits to Aurora Water facilities (treatment facilities, pump stations, tanks, reservoirs, etc.) and linear assets (water pipes, wastewater pipes, and stormwater pipes, valves, ponds, and manholes).

Equipment Used:

Uses standard office equipment including personal computer.

Uses common office software, advanced software, and on-premise and cloud databases.

This position may require the incumbent to use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
