Job Summary

The Contracting Manager is responsible for developing, directing, and implementing strategies towards the fulfillment of Contracting initiatives. S/he will plan and direct all aspects of Safeguard Contracting policies and objectives and manage the staff responsible for contracting. Manages subordinate staff in their day-to-day jobs ensures project/department goals are met and adhering to approved budgets. Has full responsibility for personnel actions. The position is located at the Safeguard Corporate HQ in Huntersville, NC.

Essential Job Functions

Plan, organize, and direct contracting operations.

Administers and directs contracts to ensure contract compliance with statutory and regulatory requirements.

Identify new contracting opportunities to support corporate goals and objectives.

Has shared responsibility with sales team to to meet revenue and margin goals

Advises management on the potential impact of new directives or policies on our contracting systems.

Coordinates with other functional departments to accomplish advance planning and ensure adequacy and correctness of contracting approach, lead time, purchase, specifications, and contractual interpretations/obligations.

Develops and implements internal systems and processes, manual and automated, required to accomplish and monitor contracts essential to enhancing contracting efficiency.

Work within online systems to support established contracts and contract opportunities, such as, Customer Portals, DIBBS, WAWF, ECAT, GSA, VSM etc.

Ensure fulfillment of objectives to maintain flexibility and swiftly react to market conditions and opportunities.

Advise and support technology integrations not limited to ERP, EDI, or other identified systems.

Work closely with the Director’s and Sales Managers to develop strategies that streamline systems and processes and promote operational excellence within Safeguards’ sales organization.

Maintain, analyze, and use customer and product data to assist the sales management team in making well-informed business and operational decisions.

Ensure that all Sales Reps, Customer Service Reps and the Sales Director’s and Managers have the information needed to make well-informed business decisions.

Assist in the development of pricing strategies for the various contracts and customer segments to increase sales and profitability.

Maintain confidentiality of company data including new product information, marketing strategies, pricing information and other business proprietary information.

Requirements:

Qualifications

Bachelor’s degree preferred or equivalent experience will be considered as a substitute.

5 years in progressively responsible contracting roles or a combination of civilian and military experience/exposure that ensures strong familiarity with the complexities of government contracts

2 years’ experience in government and commercial proposal writing

At least 3+ years supervisory/management experience

Experience with contracts, solicitations, RFI’s, RFQ’s and foreign tenders desirable.

Experience managing multiple federal government, civilian and commercial contracts across departments, branches, and agencies.

Proficient at entering and administering contracts such as GSA, ECAT, DAPA, and CEC across all military branches and federal agencies.

Experience managing government and civilian registration requirements such as SAM, WAWF, DMMONLINE, VSM, DIBBS.

Broad understanding of contracting process fundamentals, federal acquisition regulations, developing, proposing, negotiating, and administering various contracts

Proficient in Microsoft software programs including Outlook, Word, PowerPoint and Advanced in functions of Excel.

Ability to formulate training contract business plans, competitive analysis, and cost benefit analysis of contract requirements. Demonstrated ability to work creatively and independently and prioritize effectively to handle multiple tasks simultaneously in a fast-paced, entrepreneurial environment. The ability to meet designated deadlines is also a critical qualification. Well-developed analytical skills; excellent project management skills. Shows consistent and measurable leadership strength and proven experience in effective problem resolution. Demonstrates proficiency in effective task management, decision making and personnel management skills.

Physical Requirements

Performing the duties of this job regularly involves sitting, standing, walking. The duties also involve active hearing/listening, grasping, and reaching, as well as occasional lifting and carrying of product and supplies up to 20lbs. Vision requirements include close vision, the ability to adjust focus and color code.

Other Requirements

This position requires travel approximately 10+% of the time.
