Procon Consulting, a fast-growing professional services firm in McLean, VA with expertise in construction management (CM), construction related technology, space planning, and facilities management, seeks a Contracts Administrator well-versed in federal contracting.

This role is a hybrid (a combination of in-office and work-from-home) position from our Mclean, VA, office.

Qualifications and Skills

Bachelor’s degree required, preferably in business, accounting, or related field.

Strong working knowledge of, and minimum of three (3) years of experience in federal government contracting, contract life-cycle, and FAR.

Demonstrated experience in administering contracts as a prime contractor and a subcontractor.

Experience with administering various contract types such as Firm Fixed Price, Time & Material, IDIQ, etc.

Knowledge of the legal implications and requirements of contract clauses, including contract administration functions required to ensure compliance with contract documents, monitor contractor performance, negotiate necessary changes, and resolve issues.

Knowledge of, or experience in, the A/E/C industry preferred.

Experience with Costpoint is preferred.

Proficient in Microsoft Office Suite, and Google Suite, or similar software.

Strong writing and time management skills.

Very organized with a systematic approach to tasks to achieve accuracy and efficiency.

Support the continuous improvement of contract processes and legal policies and procedures.

Highly adaptable to change; ability to work independently and collaboratively.

Ability to multi-task and operate in a fast-moving environment.

Responsibilities and Duties

Creates, executes, and manages corporate contract and subcontract agreements terms and conditions, NDAs, teaming agreements, consultant agreements and Conflicts of Interests with various types (Firm Fixed Price, Time & Material, etc.).

Ensures compliance with Federal Acquisition Regulation (FAR) / Defense Federal Acquisition Regulation Supplement (DFARS(FAR/DFAR), quality, and other contract terms.

Reviews contractual documents to ensure adherence to company policy, government specifications and requirements, and conformance to master agreements.

Provides contract administration, compliance, advice, guidance, and document management for all client contracts, including GSA MAS Schedule contract(s), OASIS, OASIS+, and other similar contract vehicles and their associated task orders.

Works with third-party consultants to maintain compliance with GSA MAS contract(s).

Oversees and executes subcontracting processes.

Issue Certificates of Insurance to clients as requested.

Completes FSRS, SCR, and other GSA reporting

Maintains SAM.gov and other contracting-related registrations.

Maintains company small business certifications and state registrations.

Executes and submits Representation and Certification documents as requested by Clients.

Maintains and updates Vendor Rating list.

Documents policies and procedures related to Contracts Administration.

Identify opportunities to improve business processes and devise plans to implement them.

Supports the Proposal Team with contract and indirect rates information.

Assists with government/client audits, including DCAA, GSA, and DOTs.

Other duties as assigned.
