Estrella del Paso is a full service immigration legal aid organization providing high quality free and low cost legal services to individuals in West Texas and New Mexico. The legal assistant will work with an assigned attorney to provide support to the attorney as they represent individuals seeking entry to the United States or facing removal from the United States.

POSITION SUMMARY:

Manage cases for newly arrived refugees and immigrants to the United States who qualify for Resettlement & Placement or Office of Refugee Resettlement (ORR) services. Ensure refugees qualify for and receive benefits and services available under US law and successfully integrate into US society, locate appropriate employment, become self-sufficient, etc. Provide short-term case management services to clients who are post R&P period focused on medical case management, access to public benefits, and emergency case management, and provide additional orientation to achieve long-term independence.

Project Duties & Responsibilities – Resettlement & Placement (R&P) Services:

Complete verifications to confirm eligibility for individuals applying through the R&P program.

Secure interpreters for clients who have limited understanding of the English language.

Receive refugees at the airport upon arrival in the United States and ensure they arrive safely at their home.

Provide comprehensive orientation and intake for all newly arrived refugees to assess client needs and goals.

Communicate expectations of the R&P process.

Establish and maintain a strong, supportive relationship with the refugee client.

Educate clients throughout the R&P period about how to access needed services to ensure self-sufficiency at the conclusion of the R&P period.

Ensure clients receive mandated core services including a health screening, applying for social security cards, public benefits, medical care, school enrollment, and other required services.

Maintain knowledge of local providers and systems to ensure required core services can be timely accessed by refugee clients.

Provide culturally and financially appropriate information, referrals, and services to ensure refugee clients’ basic needs continue to be met and to ensure self-sufficiency.

Secure transportation for refugee clients for needed services.

Conduct home visits to ensure the refugee’s home meets the minimum requirements per the federal government’s R&P program.

Request and distribute available financial assistance to refugee clients.

Ensure case files and reports are maintained in accordance with grant requirements.

Maintain accurate data, notes, and forms to document the provision of all services and compliance with the program.

Maintain up-to-date knowledge of the requirements of the Cooperative Agreement, R&P program guidelines, R&P policies and procedures, R&P and related federal regulations, funder requirements, and Estrella del Paso program Policies and Procedures.

Prepare all reports by required deadlines.

Project Duties & Responsibilities – Office of Refugee Settlement (ORR) Services – Refugee Cash Assistance (RCA) & Refugee Medical Assistance (RMA):

Review applications for accuracy and make eligibility determinations, ensuring non-duplication of services.

Provide comprehensive and required services to clients enrolling or enrolled in Refugee Cash Assistance, Refugee Medical Services, and/or Refuge Health Screening services.

Prepare all enrollment documents and conduct enrollment meetings, ensuring clients understand their rights and responsibilities.

Conduct monthly redetermination meetings to track and plan participation in employment services for the purpose of determining continued eligibility.

Prepare the enrollment package and conduct enrollment meetings to provide enrollment documents and ensure RMA recipients know their rights and responsibilities.

Conduct RMA orientation, including in-depth orientation to benefits and local health systems.

Provide support to recipients with billing issues and assist providers who need verification of insurance coverage/benefits.

Collaborate with the state medical coordinator and health clinic staff to ensure refugee health screenings are scheduled and coordinated with the direct service team, and to assess and resolve any issues that arise.

Prepare and disseminate case closure documentation according to policies.

Ensure case files and reports are maintained in accordance with grant requirements.

Maintain accurate data, notes, and forms to document the provision of all services and compliance with the program.

Maintain up-to-date knowledge of the requirements of the Cooperative Agreement, RCA/RMA program guidelines, RCA/RMA policies and procedures, funder requirements, and Estrella del Paso program Policies and Procedures.

Prepare all reports by required deadlines.

Communicate resettlement trends, including spikes in scheduled arrivals, to donor and medical providers on a regular basis.

Remain current on topics and the context in which CMA benefits are processed, accessed, and used, including the Code of Federal Regulations that relate to each of the benefits available through the Texas CMA Benefits Program.

Ensure understanding of changes to TANF policies, SNAP Employment & Training, Medicaid policies, employment programs and local and global medical issues, and how these changes impact clients.

Project Duties & Responsibilities – Office of Refugee Settlement (ORR) Services – Refugee Social Services (RSS) Employment:

Review applications for accuracy and make eligibility determinations, ensuring non-duplication of services.

Prepare all enrollment documents and conduct enrollment meetings, ensuring clients understand their rights and responsibilities.

Receive referrals for case management for ORR-eligible clients and participate in any needed case conference meetings to assure continuity of care.

Enroll clients in RSS Employment Program, assess client needs, create Family Self-Sufficiency Plans (FSSPs) and Individual Employability Plans (IEPs), focusing on obtaining and retaining employment within one year of enrollment in services.

Coordinate timely pre- and post-arrival services to ensure each client has living essentials such as housing, food, medical care, and access to transportation, and is oriented to their new environment.

Connect clients to employment, social adjustment services and vocational training opportunities, as appropriate.

Collaborate with internal and external partners to develop employment opportunities, discuss caseload, identify clients ready for job placement, and any client participation concerns.

Assess and monitor client progress to support their attainment of established goals, address challenges, and to ensure that available resources are utilized.

Detail each client interaction according to program requirements. Input client information in database(s) and assist with tracking and reporting as needed.

Provide intake, needs assessment, and enroll clients referred to social adjustment services (SAS).

Develop comprehensive service plans in collaboration with clients.

Develop working partnerships for social service providers and ensure referral processes for clients are in place.

Assist clients with public benefits applications, including SNAP, Medicaid, WIC, and TANF.

Connect clients with medical providers, as appropriate.

Develop and implement orientations related to health and public benefits.

Ensure case files and reports are maintained in accordance with grant requirements.

Maintain accurate data, notes, and forms to document the provision of all services and compliance with the program.

Maintain up-to-date knowledge of the requirements of the Cooperative Agreement, SAS program guidelines, SAS policies and procedures, funder requirements, and Estrella del Paso program Policies and Procedures.

General Responsibilities

Maintain knowledge of ORR policy related to the RCA, RMA, and RSS programs.

Attend and participate in:

Internal meetings,

All partner meetings with TXOR-West,

All partner meetings with IRC, and

Quarterly Network meetings,

Ongoing, relevant training, and

Collaboration meetings.

Responsible for maintaining all necessary documentation to ensure compliance with all TXOR-West program requirements.

Other duties as assigned by Director of Refugee Services and/or Executive Director.

Qualifications:

Bachelor’s degree in social work or a similar field required.

Relevant professional experience in social service setting, including public benefits and US social services system; minimum of 2 years’ experience strongly preferred.

Experience working with refugee and/or immigrant populations strongly preferred.

Familiar with the local social services community.

Able to effectively communicate with clients of diverse cultural and language backgrounds.

Comfortable in intercultural environments.

Able to work occasional hours outside of normal business hours.

Able to function as part of a team.

Strong relationship-building, diplomacy, and networking skills.

Ability to effectively build internal and external relationships.

Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.

Fluent in English, both spoken and written; proficiency in languages spoken by the client population required.

Attention to detail and accuracy in work product.

Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.

Valid driver’s license and access to a personal, insured vehicle.

Working Conditions:

General office setting.

Schedule of hours, Monday through Friday, 8:00 AM – 5:00 PM plus additional hours as needed to complete assigned tasks and meet agency objectives.

Evening, Saturday, and/or Sunday work may be required to meet ministry objectives.
