Job Summary:

As a key member of our project team, The Marketplace Systems Integrator (MSI) Open Enrollment Preparation Lead supports the integration of CMS Business, Technical and contractor staff activities, ensuring that new capabilities in the form of functional enhancements, policy-enabling changes, operational improvements, and system architecture enhancements are fully integrated into the healthcare.gov technical and operational ecosystem in preparation for Open Enrollment. An effective Open Enrollment Preparation lead will be able to see the big picture but spot and solve the small problems that could derail implementation and readiness for Open Enrollment.

Duties and Responsibilities:

During the course of a year, several capabilities may be assigned which require leading a cross-contractor team through business case development, integrated scheduling, requirements and design, test planning and operational transition. The Open Enrollment Preparation lead is expected to be the unbiased source of truth responsible for presenting issues, risks, and alternative analysis to the client to meet mission objectives A successful Open Enrollment Preparation lead is able On a weekly basis This requires the excellent written and verbal communication skills as well as the ability to establish and grow client relationships.

Work closely with system development and test contractors, client IT Project Managers, mid-level managers and senior client leadership.

Lead-from-behind at times while also taking the reins to keep delivery targets.

· A typical week will require work from a variety of locations across DC, Maryland and Virginia, but rarely requires in-day travel to multiple offices.

Requirements

Minimum Qualifications/Experience:

3+ years of experience with large system-of-system integrations

experience with Microsoft Office programs, including Word, Excel, PowerPoint, and Visio

experience with leading teams and being a team leader

Knowledge of programming and development techniques and principals

Knowledge and use of Atlassian tools, including JIRA, Slack, and Confluence or equivalent

Knowledge of SDLC processes and tools and Agile or Scrum processes

Knowledge of the Federally-Facilitated health insurance marketplace or health insurance eligibility and enrollment

Ability to work in a highly collaborative environment with peers and senior government officials

Ability to think critically and analytically in an enterprise and systems-of-systems environment

Ability to guide junior staff

Minimum Education:

· Bachelor’s (BA or BS) degree from an accredited institution.
