Overview:

DecisionPoint is seeking a Public Health Exercise Planner to join our team in Atlanta as part of the CDC's Office of Readiness and Response (ORR). The ORR’s Plans, Exercises, and Evaluation Branch (PXE) is driving a series of Training & Exercise Programs (TEPs) that will refine and support CDC’s ability to respond to scenario-specific threats/hazards. Current efforts are focused on continuing a nuclear/radiological TEP while ORR guidance provides for follow on TEP efforts targeting pandemic, chemical, biological, and cyber incidents. This project is intended to develop the TEP for CDC personnel who will either serve in CDC’s Incident Management System (IMS) structure or who will deploy during a public health response.

Duties & Responsibilities:

The Public Health Exercise Planner is a member of the Exercise team focused on Public Health Response Program development. The individual should have a demonstrated history of exercise planning, coordination, and execution for discussion-based and operations-based exercises as well as contributions to the development of after-action reports (AARs), improvement plans (IP), corrective action program (CAP), and lessons learned. The individual should also have experience in developing preparedness exercises and assisting in the revision of operational plans. They should be familiar with qualitative and quantitative data collection and analysis methods/tools and reporting. In addition, the individual should have knowledge of techniques to identify, consider, and resolve issues or problems, as they arise; knowledge of operating guidelines governing exercise programs, and skill in briefing managers and in communicating information regarding exercise planning, execution, and evaluation. It is preferred the individual have knowledge of public health program activities (PHEP) and programs.

Qualifications:

DPC’s customer agency, CDC, maintains a robust Training and Exercise Program (TEP). This level of support requires advanced knowledge and skills in exercise planning and execution, both long- and short-term. Required essential tasks and responsibilities include, but are not limited to:

Serve as member of National Level Exercise planning/support TEP cadre. Role may require periodic overnight out-of-town travel during Period of Performance

Serve as MS Teams Exercise Team document repository manager

Serve as standing member and active co-lead on TEP Planning Groups, (i.e., Small Group Meeting (SGM), Exercise Control Group (ECG)

Maintain and update all applicable TEP-specific exercise documents including, but not limited to:Plan of Action and Milestones Spreadsheet (POAM)

Planning meeting minutes and slide decks/recordings

Participant Feedback Forms

Advanced technical skills in scheduling, hosting, and producing meetings on Zoom and MST meeting platforms

Prepare and distribute the Monthly Report of Contractor Activities representing DPC and GAP staff

In addition to exercise planning and execution responsibilities, the Public Health Exercise Planner may be assigned to support CDC’s Planning Section as Documentation Desk Lead during real-world public health responses. Responsibilities in this role include, but are not limited to:

Assuming a rotating schedule monitoring the response functional mailbox and preparing replies as appropriate

Providing input for development of Incident Action Plan (IAP)

Producing according to defined schedule, the response Situation Report (SITREP)

Additional Tasks/Responsibilities Include

Assist in the review, negotiation of and management of short and long-term exercise planning and execution agreements with the US Government and agencies

Responsible for both pre-and-post-exercise activities

Pre-exercise activities include assisting in exercise design and development for both discussion and operations-based exercises; scheduling planning meetings, identifying and track short- and long-term goals/due-outs, develop the exercise and communications plan as required; support the exercise planning team

Post-exercise actions include drafting the Participant Feedback Form IAW established guidelines, briefing branch leadership and tracking recommendations with the Exercise Team

Prepare exercise documentation including the EXPLAN, train surge staff and exercise observer/controllers.

Ensure surge staff has appropriate automation and access to the CDC shared drives.

Work closely with the PXE Branch Evaluation Team prior to, during and after operations-based exercises to document the results/corrective action procedures

Provide weekly updates to CDC PXE Branch leadership

Archive Situation Reports and Incident Manager Update reports for Agency-wide responses

Attend ORR and DEO virtual All Hands Updates

Perform activities in support of contract closeouts, including tracking submission and preparation of acceptance documents

Ensure acquisition documentation files are complete, properly audited, and closed out

Maintain a corporate presence by participating in weekly operations calls, checking corporate email, maintaining frequency with corporate reporting, and completing required training

QUALIFICATIONS

Ability to obtain a Public Trust.

Bachelor's degree with minimum five (5) years of demonstrated experience in a related field

Advanced experience with MS Office suite, including but not limited to MS Word, EXCEL, PowerPoint, PowerBI, and Outlook

Experience working in a collaborative environment (MS Teams or equivalent)

Ability to interact and influence senior management

Excellent organization, presentation, teambuilding, and leadership skills

Ability to successfully collaborate across teams within the branch and the agency. Identify risks and issues, and proactively suggest alternatives that lead to the best outcomes for DecisionPoint

Teamwork skills and experience in building strong, positive, and collaborative working relations with both Government Full Time Employees (FTEs), other contracting personnel and agency program management personnel

Advanced working knowledge of the Homeland Security Exercise and Evaluation Program (HSEEP)

A high-level perspective of information technology services industry
