Budget Manager

Washington, DC (Hybrid)

Summit Consulting, LLC, is a firm specializing in data analysis, econometrics, and full-service federal financial support. We are currently expanding our consulting team and have an opportunity for a full-time, Manager to support Federal program development and transaction advisory services with an emphasis on infrastructure and industrial finance. The Manager will lead teams working across domains in the areas of corporate, project, and structured finance to implement infrastructure and industrial policy.

Responsibilities include:

Lead a team dedicated to supporting financial management process development, integration, and improvement, such as mapping budgetary workflows and transactions including apportionments, allotments, and warrants.

Conducting research and reconciliations, using a variety of historical federal accounting and other financial reports.

Developing and maintaining Microsoft 365 (Excel, Power BI, etc.) based automated tools to assist in tracking and projecting budgetary information

Developing, researching, and improving business processes for federal loan and grant programs.

Documenting the technical details of your work clearly to facilitate collaboration with other team members and ensure quality control. Utilizing data analytics and visualization to evaluate financial data, processes, and recommend solutions compliant with relevant laws, regulations, and policies, including relevant Department of the Treasury and Office of Management and Budget financial management and budget guidance.

Demonstrating excellent written and verbal communication skills to work effectively across various stakeholders in presentations, white papers and analysis, standard operating procedures, job-aids, and other material.

The ideal candidate will have:

B.A. in accounting, finance, economics, public policy, public administration, or a related field; Master's Degree preferred.

Minimum of 7 years of relevant financial management/budget experience.

Highly proficient in using Microsoft Office suite to develop artifacts manage knowledge, including: budget and financial management policies, tools, and analysis including Word, Excel pivot tables and charts, PowerPoint presentations for training and executive briefings, and SharePoint

Experience applying OMB Circular A-11 and using OMB MAX applications for budget formulation, execution, and data calls.

Demonstrated interest in Federal financial management, budget, accounting, and continuous process improvement. Financial certifications (CGFM, or similar) a plus.
