Position Description:

The Program Management Division of the Planning and Engineering Bureau seeks a candidate with proven experience in working on complex, multi-phase, multi-million-dollar design and construction projects. The candidate must be flexible and able to provide project management services to support the project delivery process during the planning, design development, bid and award, construction and closeout phases. The candidate selected will provide full-time or part-time services under the direction of the Director of Program Management and other Port Program Management staff as designated. The length of service will vary by assignment but may be as long as three (3) years.

The scope of work involves project management and includes leading Port project delivery teams which typically includes but is not limited to a designer, construction manager, scheduler, and cost manager. In general, the Project Manager’s role includes overseeing the delivery of the projects from inception to closeout, which includes leading the project team, working with stakeholders to develop the scope of work, developing and updating project schedules, developing and managing project budgets and quality through all phases of the project delivery. The selected Project Manager(s) will be expected to manage assignments in

accordance with the Port’s Program Management Division’s Project Delivery Manual.

Minimum Qualifications:

Minimum 5 years of direct project management experience on active construction projects.

Bachelor’s degree in engineering, business, environmental science, accounting or related field

Proficiency with large-scale cost reporting or project management software

Proficiency using MS office suite software – Word, PowerPoint, and Outlook

Advanced use of Excel knowledge including complex formulas

Possess a clear understanding of project cost, schedule, documentation, and quality control principles

Ability to multi-task and work in a fast-paced work environment

Experience with dredging (must have ability to read and interpret hydrographic surveys)

Experience with environmental remediation dredging

experience with in-water improvements including seismic reinforcement, repair, or replacement of a deteriorating wharf or other berthing structure

Preferred Qualifications:

Registration as a professional Civil Engineer in the State of California

Certification as PMP, LEED AP, or ENV-SP

Experience coordinating with the Army Corp of Engineers

Duties and Responsibilities:

Develop and define the project scope.

Identify resources for project.

Initiate projects and budget approvals.

Quarterly update and manage capital expenditures, cash flow and forecasts.

Create, and continuously monitor and update project schedules.

Solicit budgets from various team members to support the project.

Coordinate closely with the assigned Design Manager.

Conduct meetings with Port Divisions, internal and external stakeholders, and agencies.

Prepare agendas and document meeting minutes.

Develop the Project Delivery Plan (PDP).

Apply for and obtain Harbor Development Permits.

Coordinate with Environmental Planning for the initiation, development and certification of California Environmental Quality Act (CEQA), and National Environmental Policy Act (NEPA) documentation.

Develop and coordinate right of way requirements in coordination with Real Estate staff.

Review, coordinate, and distribute key design phase milestone deliverables.

Support the Port’s Sustainability Program.

Prepare applicable Board Memos for key project approvals and other related Board communications.

Manage and coordinate project Risk Assessment process in accordance with the Port’s Risk Assessment Manual.

Identify project issues and quantify the potential impacts as they evolve throughout the project life-cycle and change management process.

Manage contractor prequalification process, when required.

Develop Small Business Enterprise Program (SBE) project goals and recommendation.

Secure agency permitting.

Perform Quality Assurance audits as part of Port Quality Manual.

Prepare and coordinate bid document approval with City Attorney.

Advertise bid documents, conduct pre-bid meeting and perform bid responsiveness.

Coordinate and hand-off project to Construction Manager when appropriate, attend weekly meetings with contractor, monitor budget and schedule, review and approve change orders and owner initiated changes.

Initiate, manage, and record project Asset Allocation.

Perform Contract Administration and support tasks.

Support and assist with administering local, state, and/or federal grant programs.

Provide periodic updates using the Port’s project reporting system (Unifier).

Coordinate lessons learned as applicable throughout projects lifecycle and conduct a lesson’s learned workshop at project closeout.Company Description
