SPA’s Sea Land Air (SLA) Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Air Force, Army, DoD Agencies, DARPA, international clients including the Canadian Navy and Australian Defence Force. Our primary objective is to provide timely, objective and analytic assessments that integrate the policy, operational, technical, programmatic and acquisition aspects of our clients’ challenges.

The Naval Surface Analysis Group (NSWAG), within SLA Division, focuses primarily on providing analytic and program support to the Surface Warfare component of the United States Navy, enabling enhanced decision-making regarding the allocation of resources to improve operational capabilities. This support includes personnel, manpower, and training support to OPNAV N1.

SPA has a near term need for a Program Analyst (Network / C5I), who will support United States Fleet Forces Command (USFFC) Distributed Maritime Operations (DMO) advancement, implementation, operation and execution.

Responsibilities

Provide assessment reports and Flag/SES level briefings of IW engineering products such as DODIS System Views and Operational Views. Propose assessment metrics to assess IW development performance to plan. Collaborate with Echelon-I resource sponsors, SYSCOMs program managers and Fleet TYCOMs to assess program and system mapping to IW requirement capabilities. Collaborate with NWDC and USFFC N90 to coordinate IW enabling experimentation and post-event recommendations. Collaborate with Digital Warfare Office to develop IW future capability proposals and support for NOA capability pilot projects. Provide monthly progress reports for IW efforts, events and developments.

Qualifications

Required Qualifications:

Bachelor’s degree in Engineering, Physical Sciences, Computer Science, Mathematics, Management Information Systems

6 years’ previous military experience working in Navy IW mission area

Experience with one or more of the following: 1) Afloat Communications Systems, 2) Shore Communications Systems, 3) Information Networks, and/or 4) Cybersecurity

Communications planning experience at Strike Group /Amphibious Ready Group level or higher

DoD TS/SCI Clearance, and the ability to maintain it throughout employment
