POSITION SUMMARY

Purpose

The job holder will provide leadership support and facilitate the implementation of the company's EH&S Management System and national legislation. The EH&S Engineer will provide timely, accurate and pertinent EHS support including training, BSP coaching, site risk assessments, accident and incident investigation, environmental permit and legislation compliance and reporting; proactive issue management which will affect the EH&S management system together with review of, and assistance in applying, safe systems of work. Success in this position is dependent on strong interpersonal and influencing skills, sound judgement, operational and technical credibility, initiative, implementing change, together with a good understanding of the products and processes.

Nature and Scope

The EHS&Q is a key position for the success of Air Products (AP) new Barauni Plant in both the short- and long-term reporting to the Facility Manager

The Barauni Plant is Air Products first fully owned and operated plant in north India, it represents a significant investment and includes “State of the Art” technology which make it advanced Hydrogen Plant within the Corporation.

The plant consists of 2 main elements: -

1 x Large Technip Steam Methane Reformer (SMR) with Air Products PSA’s for H2 purification.

An Air Products Air Separation Unit (ASU) Producing Nitrogen

The customer is Indian Oil Corporation Ltd. (IOCL), Barauni refinery and the Air Products plant is located within the customer’s site. The products from the Air Products plants go directly to the customer as part of their refinery expansion. There is a high level of integration between IOCL and Air Products with respect to feedstock’s, products and utilities. The products are critical to refinery unit operations.

The plants run on continuous basis and there is a strong emphasis of high reliability and high efficiency with contractual penalties against Air Products for underperformance.

Air Products owns, operates and maintains Hydrogen Plants and ASU’s around the globe with Operations in over 50 countries, in excess of 100 hydrogen plants and 350 ASU’s. As such we have a wealth of expertise and have well established work processes in place for the reliable and efficient operation of our plants. Safety engineer will be expected to work closely with the Indian Communities of expertise and ensure consistent compliance with these work processes.

Prior to facility operation the individual will have a period of training including a period of work experience at a suitable Air Products International location. They will then move to the Barauni location before plant commissioning begins, where they will have a role setting up the permanent site team, establishing site procedures and involvement in commissioning.

The role will involve working closely with Air Products EHS&Q Department.

PRINCIPAL ACCOUNTABILITIES

Provision of timely, accurate and relevant EHS specialist advice and site support including Training, Site Assessments, Accident and Incident Investigation, review of and assistance in applying Safe Systems of Work. Provision of on-site support to operating facilities in extraordinary circumstances e.g., during major projects, complex shutdown activities or major modifications. Develop Site Specific Safety Induction modules and deliver EHS classroom training in accordance with EHS&Q objectives. Provision of EHS support to develop successful partnerships with long term contract companies and their staff. Provide ongoing BSP coaching and assessment for all levels of the organisation.

Facilitate the implementation of new or revised Global or local company EHS Standards and training materials; to participate when requested in the revision of the Global material.

Assist Line Management ensure that all incidents are adequately investigated, and effective corrective actions are implemented. For High Significance incidents engage personally and directly with RCA team to ensure thorough, consistent approach especially regarding behavioural safety - individual Performance Factors.

Assist in developing bespoke risk assessments necessitated by high-risk activity or by deviation from established base policy, working with Process Safety and Central Technical resources as required.

Develop safety initiatives to address observed trends in incident or other safety data and manage their implementation.

Monitor and interpret new and emerging EH&S legislation, and industry codes of practice that impact on Barauni activities.

Represent Air Products on relevant local external bodies and regulatory groups and maintain up to date knowledge of Environmental practice and issues and contact with local stakeholders, in conjunction with business asset management and plant management e.g. Petroleum & Natural Gas Regulatory Board (PNGRB)

To lead environmental and permitting support for Barauni site including support for regulatory visits, permit compliance and permit revisions.

Maintain and improve programs across all environmental media to comply with environmental regulations, permit requirements, internal policies, and standards.

Prepare and submit environmental regulatory reporting required in a timely and effective manner.

Maintain and improve compliance monitoring, sampling, and testing programs to demonstrate compliance with regulatory and permit limits including delivery of monitoring program of routine and non-routine chemical, samples and data including consultation on CEMS.

Support EHS aspects of plant trouble shooting shutdown and operational deviations to ensure all activities are kept in compliance

Incident reporting and investigation in support of plant management

Prepare and submit permit applications and conduct permit negotiations with regulatory agencies in support of MOC process to ensure plant changes are in compliance with the permit or necessary permit changes are evaluated and applications made in a timely fashion.

To lead creation and implementation of applicable EHS local/National standards, procedures, training, tools, audit questions and local documents based on local legal requirements and aligned to global work processes in particular SWIMS for waste management, emergency and crisis management planning etc. In addition, support ISO 45001 OH&S MS, ISO 14001 EMS and ISO 9001 QMS certification.

To supervise specialist environmental service providers such as, Stack testing, CEMS, Wastewater sampling, Laboratory services etc.

To conduct EHS audits and to provide EHS compliance oversight for EHS management system and procedures specific to Barauni.

MINIMUM REQUIREMENTS AND QUALIFICATIONS

Bachelor’s degree in any branch of engineering or technology

Recognized Diploma in any branch of Engineering or technology

Recognized degree in Physics or Chemistry

Degree or Diploma in Industrial Safety recognized by State Government of Bihar or has already qualified at a written and Viva-Voca examination conducted by Chief Inspector of Factories & Boilers, Bihar.

Minimum 6 years’ experience in gas, petrochemical, or related industries.

Strong Knowledge of EH&S Legislation and compliance strategies.

Knowledgeable in Process safety, in particular awareness of the importance and relevance of the following:

Hazard Reviews, Quantitative risk analysis, Mechanical Integrity, Safety integrity level analysis and verification (SIL), Management of change, Process Safety Management (PSM)

Direct experience in at least one, and knowledge of all other technical elements of the plant. Steam Methane Reformer, CEMS, PSA, Gas Turbine and ASU would be an advantage.

Strong leadership, interpersonal skills and customer relation skills.

Demonstrated ability to work in matrix organization, across functional and reporting relationships.

Excellent communication and influencing skills are a major requirement for the job holder.

Able to handle high level communication with customer on EHS matters.

Fluent oral English & Hindi and excellent written English, Hindi.
