JOB PURPOSE:

The Commissioning Manager for the MEET region (Middle East including Egypt and Turkey) will be responsible for the safe and efficient commissioning of all projects, plants and equipment within the MEET Region in accordance with the high standards expected by Air Products and 3rd Party Customers.

The MEET Commissioning Manager is further responsible for the management and planning of all site-based inspection, testing and commissioning activities including management of the pre-commissioning, commissioning, and start-up phases of the project. Primary accountabilities during the commissioning phase include management of safety, cost, schedule, and reliability.

DIMENSIONS:

Plants sizes range from mid-size cryogenic air separation plants up to the multi-billion NEOM Green Hydrogen Project in Kingdom of Saudi Arabia. The key challenge for the years 2024-2027 will be the commissioning of NEOM Green Hydrogen project, which will include large scale electrolyzer technology from green power.

The projects may be owned by Air Products or may be turnkey sales to third party customers. There is an requirement to provide support to other business areas including after sales and Production and for other technologies including VSA and PSA projects executed within the region.

The position will report to the General Manager of the AP Project Delivery Organisation for the MEET region.

The role includes direct management of some 5-10 AP company staff and 10-50 contract staff, consisting of Commissioning engineers and technicians of various disciplines. The workload is balanced via recruitment, short term contract positions, and resource sharing with other regions.

Advise and support the organisation in growth to support larger project model, including the quality, EH&S requirements associated with this within the projects. Ensure projects of smaller class size are executed efficiently within any new models for execution of CSU within the ‘mega’ project area.

The prime work locations will be the AP office in KSA Al Khobar and in 2024-2027 the NEOM project site locations. For the smaller projects, regular travel to project sites is required to support and review the ongoing CSU work, including handover work process, project reviews, the ORI process and start-up troubleshooting activities.

PRINCIPAL ACCOUNTABILITIES:

Be a leader for Commissioning safety, driving improvement, implementation of the required safety

Management of the Commissioning team within the MEET region involves day to day management responsibility for the multi-disciplinary commissioning team undertaking pre-commissioning, commissioning, and plant start-up through to performance test and local operator training. Bring the team together to achieve targets and goals set by business, GFO’s.

Managing the team both at site and remotely, working with critical customers and stakeholders during the process.

Leading the team to provide direction in technical evaluation, recommendation, commissioning work processes including driving the use of Completions Process

Be a leader for implementation of Go Completions in the MEET region within Commissioning and Construction

Provide technical feedback to other start up engineers for troubleshooting, coordination with other engineering disciplines to resolve and expedite issue resolution.

Drive recruitment of staff and contractors to support projects from home office requirements to onsite leadership positions.

Drive requirements for handover, QA/QC interface with Construction

Effective communication and reporting at cross functionally within Air Products

Establish close collaboration with the other regional Project Delivery organisations of AP, to facilitate ensure resource sharing and staff development

REQUIRED KNOWLEDGE AND EXPERIENCE:

Graduate and/or Chartered Engineer in related engineering discipline with proven experience working in process industry.

Proven track record in commissioning Start-up, or plant operating roles, with validated ‘mega’ project delivery. Relevant working experience in Completions management activities, with experience in Commissioning tracking tools.

Self-sufficient technical experience of cryogenic air separation, hydrogen production or other relevant process gases technology.

Good communication and interpersonal skills with ability to lead and influence team members in various cultural areas.

Passport, driving license, internationally mobile.

Successful candidate must have good health, flexible attitude to travel, sometimes at short notice and be prepared for extended periods away from home.
