The Department of Healthcare and Family Services, Office of General Counsel, is seeking an enthusiastic and detail-orientated attorney to serve as Administrative Law Judge in the Bureau of Administrative Hearings. The ideal candidate will be responsible for conducting all administrative hearings that the department must provide to individuals adversely affected by an official department action.

The ideal candidate will have experience conducting hearings, eliciting sufficient information to be able to find all necessary facts to issue a final administrative decision, correctly identifying and analyzing the main issue on appeal, maintaining control of a courtroom, and treating parties respectfully. The candidate will also possess strong drafting, organizational and communication skills, be adaptable, work collaboratively, prioritize tasks to ensure timely completion of work, and achieve set goals while demonstrating independent initiative.

Job Description

Serves as Administrative Law Judge in conducting administrative hearings pursuant to Administrative Rules for the Department of Healthcare & Family Services

Drafts written recommendations for the Director

Develops answers for cases in administrative review to comply with statutory requirements and local court rules for transmittal to the Attorney General

Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

Requires graduation from a recognized law school

Requires the possession of a license to practice law in Illinois

Requires prior experience equivalent to three (3) years of progressively responsible legal experience in a public or private organization

Preferred Qualifications

Three (3) years of professional experience in litigation and administrative hearings for an organization such as a state agency

Three (3) years of professional experience interpreting and applying Illinois state and federal law

Three (3) years of experience conducting legal research

Three years of experience applying and interpreting statutes, rules, regulations, policies, and procedures for an organization
