Identify and qualify potential federal contract opportunities aligned with the organizations capabilities and objectives.

Develop and execute capture strategies for targeted opportunities, including positioning, teaming, and win themes.

Conduct market research and competitive analysis on large IDIQs, BPAs and to understand the landscape and inform capture strategies.

Establish and maintain relationships with key stakeholders, including government agencies, primes, subcontractors, and industry partners, direct experience in developing Teaming agreements.

Identify and shape prospective professional services opportunities.

Update and work with colleagues to maintain agency account plans.

Add new business opportunities to the pipeline and conduct qualification efforts to move opportunities through the pipeline.

Conduct outreach to and develop relationships with agency personnel to gather intelligence and position Jefferson in advance of solicitations being issued.

Obtain market and competitive intelligence from industry members.

Develop capture strategies working with internal personnel and partners.

Develop and execute capture plans for the pursuit and capture of approved opportunities.

Participate in bid decisions, including developing and presenting the opportunities at phase/gate reviews for approval.

Participate in the proposal process and provides recommendations for improvement of quality/content based on capture efforts.

Ensure compliance with federal procurement regulations, including FAR and agency-specific requirements.

Monitor and track performance against capture plans and metrics, adjusting strategies as needed to maximize win probability.

Qualifications

Experience, Knowledge, and Skills:

Significant experience (typically 3-5 years) in federal government contracting, with a proven track record of successful capture management.

Deep understanding of federal procurement processes, including acquisition lifecycle, contract types, and evaluation criteria.

Strong strategic thinking, communication, negotiation, and leadership skills. Ability to build and lead diverse teams in a collaborative environment.

Proficiency with Microsoft Office suite, CRM tools (e.g., Salesforce), and other relevant software for capture management and proposal development.

Ability to adapt to changing priorities and work effectively under tight deadlines and in a dynamic, fast-paced environment.

Education:

Bachelors degree in business, marketing, engineering, or a related field. Advanced degree (e.g., MBA) preferred.
