JOB PURPOSE: Oversees the health and nutrition components of Head Start/Early Head Start, handles safety and illness prevention, and provides expert advice on health, nutrition and safety matters.

Oversees, manages, plans, monitors, analyzes, and responds to health and nutrition services to ensure compliance with federal, state, and local laws and regulations governing Head Start and other preschool programs.

Provides communication, guidance, and utilizes data to inform procedural practice and cross-service area reflective supervision to identify gaps in record keeping, data entry and monitoring systems and create strategies to address.

Supports health/nutrition innovation and serves as the content area expert for the Health and Nutrition service area components.

POSITION RESPONSIBILITIES: As the key management person responsible for Head Start and Early Head Starts mandatory health and nutrition components, this person performs a range of professional and supervisory duties related to health and nutrition, including: plans Early Childhood Education health/nutrition programs and oversees clinical services related to the health and nutrition service areas, including setting goals, directing staff and controlling budgets; evaluates and assesses health/nutrition program to ensure goals and standards are met; interacts with families and medical personnel to provide customer service by phone, email and in-person; prepares correspondence, reports, records and other paperwork; and ensures program databases and recordkeeping files related to health/nutrition are in order.

ESSENTIAL DUTIES OF THE POSITION: * Plan, organize, coordinate, and monitor clinical health and nutrition services for Head Start and Early Head Start students ages 0-5 and Pregnant/Lactating Mothers.

* Provide direct supervision to the Community Health/Nutrition Manager, Food Service Manager, Licensed Vocational Nurses (LVNs), Registered Nurse (RN) & Registered Dietitian (RD) Consultants, and oversee health/nutrition functions, including planning, directing and evaluating medical and dental activities.

* Analyze client needs for health and nutrition services and set agency goals and priorities for health/nutrition.

* Plan and oversee budget for health and nutrition services.

* Develop, review, and revise agency policies and procedures related to health and nutrition in collaboration with other content area specialists.

* Stay informed and up to date on new and emerging practices and mandates related to health and nutrition.

* Ensure compliance with federal, state and local regulations governing health, medical, dental, and nutrition services for Head Start/EHS children and their families.

* Conduct trainings for school staff on medication administration as required.

* Develop, formulate, and approve individual health plans for children with medical needs, including staff education and training.

* Review childrens nutritional and dietary needs, referring high risk children to a Registered Dietitian (RD) Consultant for further assessment and implementation of necessary interventions.

* Coordinate with RD Consultant to ensure analysis of medical information and necessary intervention for special diets, food allergies, and abnormal results are provided.

* Coordinate with Food Service Manager to ensure special diet list is up-to-date and appropriate food substitutions are provided according to documentation received.

* Conduct site visits for evaluation and monitoring of medical conditions, medication administration, communicable diseases, and health concerns.

* Interact with public and private health service agencies on behalf of clients and assist clients in obtaining health/nutrition services.

* Work collaboratively with the Family Development Advocates (FDAs) and Parent Educators in maintaining accurate and updated health, nutrition, and dental records in the approved tracking system (ChildPlus). * Participate and attend the Health Service Advisory Committee Meeting as scheduled.

* Monitor central files and electronic data entry system for recordkeeping accuracy and work with staff responsible to develop corrective actions.

* Track and monitor health/nutrition requirements and benchmarks using ChildPlus.

* Respond to inquiries from medical or dental providers, parents, teaching and Education Division staff as needed.

* Attend all assigned meetings and trainings as required by the program.

* Support and ensure the achievement of recruitment and enrollment goals.

* Assist in accomplishing the program's non-federal match through the access of community resources (services, donations, discounts, and/or goods). * Other duties as assigned within the scope of the position.

* Use computers, especially MS Office, Internet, and Email, to write reports, communicate and prepare program documentation.

QUALIFICATIONS (KNOWLEDGE, SKILLS AND EXPERIENCE): * Education and Work Experience * Bachelors Degree required, preferably in health or nutrition (e.g., public health, nursing, health/nutrition education, health administration, pediatrics, maternal and child health, dietetics), or a related field from an institution of higher learning accredited by a regional accreditation association by the Council for Higher Education Accreditation.

Masters Degree is a plus.

* Completion of an accredited Registered Nurse (RN) program and licensed as a Registered Nurse (RN) with the California Board of Registered Nursing.

* CPR Certification and Red Cross First Aid certification is required.

* One or more years of professional and technical nursing experience providing, coordinating, and administering care, and referring patients for appropriate services.

* Three (3) years experience in management or direct services, preferably in health services with young children and their families.

* Knowledge and Skills * Knowledge of the following is preferred OR must be obtained within six (6) months of hire: * Health and safety-related mandates in the Head Start Act and Performance Standards * Health and safety related CCLD regulations * California Health and Disabilities Program (CHDP) Periodicity Schedule for Health Assessment Requirements by Age Groups * Recommended and required immunizations.

* Mandated and recommended childcare health and safety standards (e.g., CCLD regulations, Caring for Our Children (CFOC) 4th Edition, and other child care health and safety resources) * Expertise in nutrition services, and maternal and child health, and the ability to work with the enrolled population.

* Must have excellent communication, interpersonal, time management and organization skills, be a team player and a passionate advocate for childrens well-being, be able to work with diverse populations, to supervise staff and provide leadership for childrens nutrition and wellness.

* Training and public speaking skills needed.

* Bilingual in English/Spanish is a plus, but not required.

SPECIAL CONDITIONS: * Valid California Drivers License and access to an automobile with adequate auto insurance coverage * Must pass the following background checks prior to start of employment: * Sex Offender Registry * Child Abuse and Neglect State Registry * State or Tribal Criminal History Check, including fingerprints * FBI Criminal History Check, including fingerprints * Must have verification of T.B.

clearance at time of employment, to be renewed every two (2) years (every 4 years for chest x-rays). * Must complete a physical examination at time of employment, to be renewed every two (2) years.

* Provide proof of the following immunizations as required: Measles, Pertussis (Whooping Cough), Influenza, and COVID-19.

* COVID vaccination required; must have two-dose series of Pfizer or Moderna or a single-dose of Johnson & Johnson.

* Must complete 15 clock hours of professional development annually that builds the knowledge, experience, skills, and abilities of staff to improve child, family, and staff outcomes.?

Of this, a minimum of 50% of the 15 hours (or 7.5 hours) must be focused on the specific content area or job assignment.

Must also complete an annual Professional Development Plan (PDP) to be reviewed three (3) times during the year.?
