Job Title: Controller

JOB SUMMARY

Supervises and facilitates the preparation, completion, and maintenance of financial statements, records, analyses and reports for Greenville Water.

ESSENTIAL JOB FUNCTIONS:

Supervises and participates in period- and year-end closings, performing such work as preparing journal entries and audit work papers, coding and auditing invoices for payment, analyzing the general ledger, preparing and reviewing financial statements for monthly and annual financial reports, and arranging for annual audit of company accounts. Works directly with auditors of record during audit process.

Receives, reviews, prepares and/or submits financial analysis, payroll reports, inventory records and reports, general ledger, requisitions, bid documents, insurance documents, statements, claims, balance sheets, bond documents, agreements, schedules, registers, deposits, budget variance analyses, annual reports, memos, correspondence, etc.

Analyzes general ledger accounts for accuracy and variance with budget.

Prepares financial statements.

Maintains the chart of accounts.

Reviews accounts payable, and signs-off on check register prior to distribution.

Approves and codes invoices and purchase orders as necessary.

Reviews the functions pertaining to cash management; including but not limited to communicating with the bank, analyzing the daily cash report, approving wires, directing staff to process wires, transfers, special deposits etc.

Compiles annual Greenville Water operating budget.

Prepares financial forecasts, expense details and other reports to assist managers in creation and management of divisional budgets as required.

Processes insurance claims and communicates with customers, staff and adjusters regarding status.

Tracks requirements for bond principal and interest payments, and ensures that required payments are made on a timely basis.

Makes recommendations to management for related changes in company policies and/or procedures.

Evaluates, monitors, and strengthens internal accounting controls to protect GW assets and to provide accurate, reliable, and consistent financial reports: ensures compliance with accepted accounting principles and policies; and initiates and/or implements corrective actions to strengthen controls, resolve discrepancies and correct errors.

Supervises, directs, and evaluates assigned staff, coordinates, assigns and reviews work; maintains standards; coordinates activities and allocates personnel; monitors status of work in progress; inspects completed work assignments; reviews the work for completeness and accuracy; selects new employees; answers questions; offers training, advice and assistance as needed.

Trains accountants and clerks in proper accounting methods and procedures; trains staff in the use of accounting software and hardware.

Interacts and communicates with various groups and individuals such as Management, Commissioners, department heads and employees, auditors, vendors, consultants, customers, insurance representatives, attorneys, financial institutions, various government agencies, and the general public.

Ensures the security of office and vault.

Performs related duties as required.

MINIMUM QUALIFICATIONS:

A Bachelor's Degree in Accounting, Finance or related field supplemented by ten (10) years of progressively responsible experience in accounting, finance or related field, or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. CPA is strongly preferred.
