The HSE Coordinator provides systemic and advisory support to the organization on programs and projects involving Production, Well Operations, Construction, Decommissioning, Logistical, Dive and Pipeline operations. This position is expected to be a Subject Matter Expert on HSE Systems, Contract Management and Worksite Safety. This position is located in our Lafayette, Louisiana office with responsibilities including, but not limited to, the following:
Provide primary HSE/SEMS application guidance and advisory support to GOM based Facilities, Production and Maintenance teams
Lead and perform Hazard Identification (HAZID) and control application assurance assessments for offshore work planning and execution
Act as the principal Production and Maintenance contractor safety interface for GOM
Coordination with contractors for HSE/SEMS program support, initiative implementation and effectiveness assurance
Conduct contractor audits and performance assessments, working with SEMS Coordinator/Contractor teams to continuously improve work safety performance
Lead and conduct incident investigations as required for Production, Construction and Maintenance events and other events as directed, prepare, and submit reports, track actions to closure
Drive continuous field conformance assurance and effective implementation of GOM Shelf SEMS procedures and safe work practices
Provide functional direction and surveillance/oversight to Field Safety Specialists assigned to projects under your responsibility as directed
Conduct routine evaluations of JSA and HAZID work products and processes as performed by contractor personnel, integrating applied learnings from evaluations into work team activities
Participant in GOM Shelf Facility Hazard Analysis (FHA) and Management of Change (MOC) process
Administer event/incident management process and investigation of incidents
Oversee contractor screening and performance oversight (Supply Chain)
Assist SEMS integration activities for new/acquired facilities
Manage tracking and closure assurance of action items
Develop and deliver HSE performance reports and presentations
Track and analyze HSE performance metrics within database systems for areas of responsibility
Ensure proper and adequate safety equipment/appliance provision for assigned areas of responsibility
Response to all incident issued governmental citations
Monitor contractor and/or sub-contractor injury/illness case management and return to work
Create and manage distribution of BSEE and GOM shelf safety incident/ awareness alerts to field operations
Monitor and trend contractor behavior-based safety programs
Coordinate with lead of GOM Shelf drug and alcohol screening program
Participate in departmental, company, and/or field meetings as necessary
Manage, monitor and audit HSE related documentation within the GOM Shelf SEMS Portal and Veris-Global Data System
Lead multi-disciplined HSE projects assigned by HSE Manager
Expertise & Qualifications:
5 - 8 years of experience with upstream oil and gas activities in required areas of expertise
Bachelor’s Degree preferred, in Industrial Technology/Safety, Engineering, Environmental Science or equivalent area of study
Certified Safety Professional (CSP, ASP) or equivalent professional accreditation preferred
Knowledgeable and experienced in implementing and assuring effective HSE management systems and processes as used within a U.S. Gulf of Mexico (GOM) upstream oil and gas exploration and production organization
Knowledgeable in Bureau of Safety and Environmental Enforcement (BSEE), United States Coast Guard (USCG), Environmental Protection Agency (EPA) and Occupational Safety and Health Administration (OSHA) regulatory requirements applicable to offshore operations
Experience in analysis of work activities and application of safety hierarchy of controls towards Job Safety Analysis (JSA) and work planning and execution processes
Strong interpersonal skills, adept in developing and sustaining positive and constructive work relationships, driving the delivery of HSE excellence
Trained and competent in performing hazards and risk assessments and incident investigations using industry best practice methods
Excellent technical writing skills, competent in preparation of work practice and procedural documents, reports, and presentations for internal and external publication
Proficient in Microsoft application suite software (Word, Excel, PowerPoint, Outlook, Power BI)
Capable of driving to logistical base and office locations throughout the GOM area and to make routine offshore facility visits
Possess valid license/training/security credentials to travel to offshore locations and able to work offshore as required
