Job Description

SUMMARY:

Reporting directly to the University’s Chief of Police or their designee, the Victim Services and Compliance Manager (VSCM) provides follow up support, information, assurance, assistance, resources and referrals to victims of criminal activity and other incidents. This role also monitors police officer wellbeing and manages programs, initiatives and resources that facilitate police officer resilience and wellness. The Victim Services and Compliance Manager administers the compliance program for the University Police department, including monitoring timely completion of compliance requirements and regulations, in-service training requirements for police personnel, and adherence to US Department of Education procedures to further education of the campus community relative to crime, including annual training of faculty, staff and student workers who are designated Campus Security Authorities under the Jeanne Clery Act.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Provides emergency/crisis and ongoing support or assistance in response to issues that arise that impact the well-being and safety of victims/survivors/complainants and police staff. Uses trauma-informed counseling and interview skills and techniques with individuals who have experienced sexual misconduct, dating/domestic violence, and/or stalking. Provides victim advocacy, resources, assistance, and screening options for Domestic Violence and Sexual Assault.

Accompanies victims/survivors/complainants, at their request and with their permission, and be with them as a support person throughout all stages of the investigation, counseling, medical appointment, legal appointments, etc.

Serves as primary Clery Act Coordinator for the University coordinating all aspects of data collection, compliance and forming of the Annual Security Report working with responsible police personnel, Residence Life, Student Conduct, Financial Aid, and other identified stakeholders for an exhaustive and comprehensive review of policies and submission to the US Department of Education. Identifies and refers any matters pertaining to Title IX compliance to proper campus constituencies.

Proficient in compliance policies and procedures, maintains compliance with Federal and State of NJ requirements for public disclosure of crime statistics related to the Clery Act Annual Disclosure and Title IX referrals. Working knowledge of relevant laws and policies (FERPA, Title X, Clery Act, Violence against Women Act (VAWA), and ongoing legislation).

Reviews NJ Attorney General Guidelines mandatory and varied other training compliance records and assists the Administrative Captain with training needs for services to victims of crime.

Works with campus partners on mutual concern programs and efforts that recognize victims of crime or aids in crime prevention.

Maintains appropriate campus and professional associations for compliance objectives and serves on other search or University committees as needed.

Serves as a liaison for issues with the Title IX Office, Public Safety, Residence Life, Student Conduct, Dean of Students Office, Office of Social Justice and Equality, The Crisis, Assessment, Response and Education (CARE) Team and other key campus departments.

Performs other duties as assigned.

QUALIFICATIONS:

REQUIRED:

Master’s degree in Social Work or Counseling from an accredited institution.

A minimum of four years professional work experience in a field commensurate with the job description.

A New Jersey L.C.S.W., L.P.C. or Psychologist license, or be license-eligible and obtain the license within one year of hire.

A valid State of NJ Driver’s License.

Thorough understanding of federal and state regulations and laws governing public safety compliance within higher education.

Candidate would be required to submit to extensive and periodic background check in order to access and maintain police records systems and databases. Ability to be available for extended hours in an emergency.

PREFERRED:

Bilingual/Multilingual.

Certification or advanced training in the Clery Act or one of the identified example areas of work.

Previous work in a higher education setting and higher education law enforcement compliance.
